Add future heat demand raster creation based on Peta5_0_1

Add a python script and a csv file for the future heat demand raster
creation which involves the download and unzipping of the EU-wide Peta5_0_1
heat demand densities, the cutout of Germany and the adjustment of the residential and
service-sector heat demands per hectare as well as the export as tif files
