Standardize codecov-action across multiple repositories

Update repos to use the latest version of the codecov action, while also configuring the workflows to use the org-wide CODECOV_TOKEN secret and setting fail_ci_if_error to true. All as per https://openedx.atlassian.net/wiki/spaces/COMM/pages/3438280709/Adding+Codecov.
