As a Open edX community member, I want an Architectural Decision Record for the proposed Teams, Cohorts, and Course/Track Group migration path to be written and put up for review, so that the community is able to review it and provide feedback.

Acceptance Criteria

Scenario: An Architectural Decision Record (ADR) for the proposed Teams, Cohorts, and Course/Track Group migration path is written and put up for review
Given I am an Open edX community member
When I view Open edX ADRs
Then I see an ADR is up for review that outlines the proposed Teams, Cohorts, and Course/Track Group migration path that factors in large instances

I've been working on the following documents:

• Migration Path Proposal: High-level migration plan from legacy groups to the unified model.
• Migration Requirements: Requirements for migrating Cohorts, Teams, and Enrollment Tracks.
• Migration Constraints: Key technical and product limitations identified per group type.
