Rationale

The user-util repository consists of a set of helper functions for user retirement and small CLI tool for operators. It has no maintainer and given the size of repo, the cost of maintenance seems high.

Removal

The repository will be archived.

Replacement

The utility functions in user_util.py will be moved to the edx-platform repository where they are being used. The cli from the user-util repository will not have a replacement. Operators that need it can copy it from the archived repository.
