Bug description:
Unable to download/ retrieve incomplete marriage declaration without date of marriage

Steps to reproduce:

1. Login to FA
2. declare incomplete marriage declaration without date of marriage
3. Submit
4. Retrieve that declaration from FA

Actual result:
Unable to download/ retrieve incomplete marriage declaration without date of marriage

Expected result:
Should be able to download incomplete marriage declaration without date of marriage
