Remove Upcoming and Recent runs from the bot side panel #441

Problem

On the chief-of-staff branch stack (cos/*, being ported onto main), the bot's side panel has an Upcoming section (BotUnattendedWork in apps/web/src/components/roster/BotUnattendedWork.tsx). It shows a Pause bot button, "Nothing scheduled.", and a Recent runs list of raw prompts such as "Use a shell command to write the current time…". It reads as noise. main does not have this section, so the fix has to land before or with that port.

Goal

The panel has no Upcoming section. Pause stays reachable somewhere quiet, with Resume and a visible paused state. When a bot schedules a follow-up, its chat shows one small line instead of a list.

Acceptance criteria

• The panel has no Upcoming, Pause bot, Nothing scheduled, or Recent runs section at desktop or mobile widths. Routines stay in the panel
• Pause bot and Resume are in the chat's ⋯ menu, the roster row's actions menu, the open chat's command palette actions, and bot settings under Danger
• A paused bot shows one line above the composer with Resume, and it stays there while the paused bot answers
• A follow-up shows in its chat as one line, for example "Follow-up scheduled · tomorrow 9:00 AM", with Cancel only while it is pending (not while it runs)
• A follow-up run adds a line only when it fails or is canceled, and never repeats the raw task. A deleted bot's follow-ups keep a neutral line
• Screenshots of the panel before and after, and of the paused line, are attached (captured from 289b13da8 and 419d493b1 in an isolated environment)
• A screenshot of a follow-up line in a chat is attached. It needs a bot with a connected provider to schedule one
• The change reaches main with the cos/* port
• The stale comment in apps/web/src/routes/_chat.bots.$botId.tsx ("Follow-ups the bot scheduled for itself show under Upcoming and Proposals instead.") is updated

How to verify

Then open a bot's chat and panel at 1440px and 390px wide, pause and resume the bot from each entry point, and have it schedule a follow-up.

Out of scope

• Server scheduling, which is unchanged
• The Routines cards beyond showing a quiet run's status once

Context

• Done locally on branch cos/panel-cleanup, merged into cos/orchestration-proactive (not pushed):
  • 143cc1cef feat(web): bot panel drops Upcoming and Recent runs. Deletes botProactiveOverview and the panel component and moves pause and follow-ups to the places above.
  • 419d493b1 fix(web): follow-up and pause states hold up. A running follow-up no longer offers a Cancel the server would refuse, the paused notice stays above the composer while a paused bot answers, deleted bots' follow-ups keep a neutral line, and Routines cards show a quiet run's status once.
• Docs touched: docs/user/bots.md, docs/user/follow-ups.md, docs/internals/unattended-authority.md
