As an extension developer, I want to read easily digestible dev docs so that I can get help for my extension development projects.

Comprehensive dev docs

Acceptance Criteria

• dev docs live as sub folder in opencloud repo
• good content from the docs folder in the web repo are ported to its new home. at least the following:
  • how to start the web dev stack
  • how to run and debug tests
  • extension system docs
  • embed mode (third party integrations)
• bad content gets deleted
• bonus: Material Design Guideline #2 should be in the dev docs, not in an issue
• verified that copying content from opencloud to docs works
• staging system shows the dev docs content
• release the content to public docs
