"Open"-action triggers a file download

Bug Description

The "Open"-action triggers a file download when clicking the file name.

Reproduction Steps

• open a txt file
• click the "Open"-action via the topbar context menu
• select another text file and and make sure to click on its name

Expected Outcome

The file gets opened on a new tab, no download.

Actual Outcome

The file gets opened on a new tab and the file gets downloaded.

Suddenly I can't reproduce it anymore on main, possibly fixed via #1559.
