UTF8 bug in german translations on the webpage

Bug Description

Latest Opencloud 3.7.0.

It looks to me as if the german translation has a bug.
Probably the used or defined character-code is wrong somewhere in the translations.
The webpage pretends to use utf8 for the page.

Reproduction Steps

Just open the webpage and switch to "german".

Expected Outcome

Show the correct "Umlaute" in text.

Actual Outcome

It doesn't.
