Admin cannot add Members to his Spaces when using Admin view

Initial Checklist

Bug Description

Seen with OpenCloud 3.7.0

As user admin:

• create a Space Pictures
• add user testy with view only permissions to the Space
• click the 3x3 grid menu to open Admin Settings
• click Spaces. The options are now limited. e.g. I cannot change space members. BAD
• click the 3x3 grid menu to open Files
• click Spaces. The options are complete again. Ok.

Why do the available options differ? It is unclear, why an admin should have less power, when entering the Admin Settings page.

Expected behaviour: admins gain more power when entering the Admin Settings page.

Reproduction Steps

As user admin:

Expected Outcome

Expected behaviour: admins gain more power when entering the Admin Settings page

Actual Outcome

Admin is confused when he apparently lost the ability to add users to his Space.

It was designed this way, AFAIK the main purpose of space admins is to manage their quota, not their members.
