This PR adds a nats based watcher for posixfs. We already depend on nats and sending events to nats would be an easy integration for other storage systems like saunafs and maybe samba in the future? Furthermore, we could build a cli that can trigger an assimilation of a specific directory.
cc @aduffeck I was trying to reuse the existing watcher testsuite, but it is not agnostic to the watcher implementation.
