Regression reported by @pgetta.

It is not possible to add any of the config settings in either small circuit or paired neurons: neuron sets, stimuli, recordings, etc.

To double check, but it seems there were no related changes in UI and given the timing when the issue appeared the #339 might be the cause.

Sorry @evakennyobi, this is fixed. Ready for PROD.
