IDE Setup

- We currently use Visual Studio 2013 on MSW as the primary dev environment, (in theory any VS version 2012 or newer should open the project files). Previously we used VS 2008.
- And we port to OSX using XCode.
- A long time ago we also used a makefile for Linux.
