Set `max_turns` for agent as tool call

Describe the feature

When use agent as tools, the agent could excess the max_turns, which has no place to set

Would recommend just wrapping the agent yourself, which is easy:

def my_tool():
  agent = ...
  result = await Runner.run(agent, ...max_turns=25)
  return str(result.final_output)

[github-actions]
