Same error string here with a different root, so one measurement is worth taking before this is filed as an entitlement problem.
In our agent fleet this exact message ("model requires a newer version") came from a version gap, not the account: CLI 0.147.0 against a config naming a newer model. The old binary answers 400, which reads as a provider refusal; we carried it as a dead rail for weeks until someone checked the binary instead of the subscription. Upgrading to 0.156.1 fixed it on the first call - 85,618 tokens of review accepted straight through.
Two commands separate your case from ours in about a minute:

Codex also reports:

The model picker does not list Astra. Rebuilding ~/.codex/models_cache.json does not fix it.
codex --version reports codex-cli 0.154.0.
Expected: Astra should be usable because the account has Astra access and the installed Codex version is current.
