Make MCP Request timeout configurable

What feature would you like to see?

Some MCP take more than 10s(which is hardcoded in code) to load and gets this error (Ideally they shouldn't but depends on system it may change)

let user define some max time out which is acceptable.

I have same problem.
I use codex-cli in an environment where I connect to the external internet via a proxy.
In this environment, depending on the state of my PC, MCP(especially serena) often take more than 10 seconds to start up, resulting in a timeout.

Same issue for Azure MCP.

https://github.com/openai/codex/releases/tag/rust-v0.31.0 now supports startup_timeout_ms, so please use that!
