Make HTML work better with CJK

See if we need specialized fonts for these languages, currently we're getting whatever is installed on the user's computer. (CJK fonts are usually ten times as large as a Western+Cyrillic+Greek font, so this poses a Web distribution problem.) Disable italics/bold text for CJK languages.

May not be an issue since SUSE switched to Google's Noto fonts in recent years.
