In ChillerEfficiencyMetricOptions remove "at rated conditions" from INTEGRATED_PART_LOAD_VALUE and "at design conditions" for NONSTANDARD_PART_LOAD_VALUE since these are at multiple conditions. Rewrite the notes completely.
