Weather data table design_day_type

Currently, we have data elements for cooling_design_day_type and heating_design_day_type, because software tools typically differentiate between cooling dry bulb and wet bulb design temperatures I suggest we modify cooling_design_day_type to cooling_dry_bulb_temp_design_day_type and heating_design_day_type to heating_dry_bulb_temp_design_day_type and add cooling_wet_bulb_temp_design_day_type.

This suggestion is based on Appendix G G3.1.2.2.1. Note the definition for cooling design wetbulb is not in the glossary. It is supposed to be evaporation design wet-bulb temperature.
