Which problem is this PR solving?

• Preventive: we usually limit instrumentations to support only up to the current major version to avoid breaking users when they update to the next major version.

Short description of the changes

• limits to <17 in addition to >=14
• Not sure if this is a breaking change, graphql@17 is not out at this point in time
