[exporter/awskinesis] Restore Kinesis stream validation on the start

The exporter implements the exporter interfaces, but it's not being used, exporterhelper.NewLogsExporter helper is applied instead. This change removes the interface implementation and enables the Start method by moving it to NewLogsExporter.
