Describe the issue you're reporting

This is just a request for a README for the stanza package. I know it's used by a lot of components and has a wide range of applications, but it doesn't have obvious context. I didn't know its origin until today. It would be helpful to have a readme to understand its use-cases and purpose.

I know there are docs under the docs directory, but it doesn't give a high level overview of the package.

Let me know if there's something obvious I'm missing here, especially if it shouldn't have one.
