This is a draft PR to test the mldsa-native integration into liboqs. mldsa-native is not yet ready to be merged into liboqs, but we want to identify all remaining road blocks for integration. Once mldsa-native is ready, we will publish an alpha release, update this PR, and mark it as ready for review.

CI seems to pass for the vast majority of jobs in my fork: https://github.com/mkannwischer/liboqs/tree/mldsa-native. Some jobs time out, but I hope that is not related to my integration.

This required a handful of changes to mldsa-native that I currently have in https://github.com/pq-code-package/mldsa-native/tree/liboqs-integration - I will merge those changed individually into mldsa-native in the next few days.

I think all failures are unrelated. Feel free to close this PR if it is bothering you, I can open a new one once we are ready.

I added the OQS import to the mldsa-native CI in pq-code-package/mldsa-native#480 which should keep everything working.
