New swift-opa repo in open-policy-agent org

@patrick-east and @shomron have been working on a new OPA SDK built in Swift. They're interested to work on the project in the OPA org and would like to have a repo for that purpose.

As per https://github.com/open-policy-agent/opa/blob/main/GOVERNANCE.md#new-repositories, we must vote on new repos.

To move forward we need to:

• Hold a vote amongst the OPA maintainers (the process is outlined in the GOVERNANCE.md file).
• Create an swift-opa-maintainers team on GitHub and add @patrick-east and @shomron.
• Ensure that DCO check is enabled on the repo
• Add a security notice on the action repo pointing back to SECURITY.md

@patrick-east, @shomron, is there mention anyone else who should be added to the maintainer team for the action?

I think we can proceed here as we have 2/3 orgs now with 👍 on the proposal.

Ensure that DCO check is enabled on the repo

Looks like we're good to go on this one, I've got the DCO check set as required for PR's and confirmed in a test PR open-policy-agent/swift-opa#1

Add a security notice on the action repo pointing back to SECURITY.md

I coped the SECURITY.md from OPA and pushed that in an initial commit. I believe the links are picking that up (eg, https://github.com/open-policy-agent/swift-opa/security/policy)
