Add more outlines on Guidance pages #1596
Description
Examples should have an Objectives section. See open-contracting/standard-development-handbook#276
Other Guidance pages should have bullets like on the Design page: a quick set of bullets on what to find on this page and what the user should be able to do at the end of this phase.
In short, add overall and section learning objectives to focus content and user attention on.
