feat(node/rpc): Healthz Route Support

### Description

To allow `kona-node` to be maximally compatible with the `op-node`, it needs to support the `/healthz` rpc request route that the [`op-node` implements](https://github.com/ethereum-optimism/optimism/blob/develop/op-node/node/server.go#L79).
