Align autorun and manual run default values in OONI Probe

Since the OONI Probe release that added support for OONI Run v2 we switched to enabling by default ndt and dash which are quite bandwidth intensive tests.

In the next release we should make sure the settings for default autorun enabled and default manual enabled tests are fixed.
