This PR adds support for resolving CIDR blocks for whitelisting / blacklisting.
Why?
Sometimes you don't know the exact IP the request is coming from or maintaining the full list will be cumbersome (e.g. AWS VPC). For that it is easier to just check if the incoming IP is coming from a trusted subnet or not.
