Implement admin management and a ban system to control bot access and reduce spam.
This PR introduces
/addadmin,/deladmin,/adminscommands for owner-only admin management, and/ban,/unban,/banlistcommands for owner/admin-managed user banning. Banned users are now silently ignored by the bot to prevent spam, and channel-related commands are extended to be usable by admins.
