Add FCL contract to emulator

Issue To Be Solved

The fcl-dev-wallet uses a FCL contract to store its state. Atm this contract is deployed when dev-wallet ui is started for the first time. This is not optimal as it is not possible to automate adding contracts to this from other tooling.

The FCL contract is added to the emulator along with the other core contracts.
