Converted fmt.Println to slog.Info in internal/cli/restore.go when okf.lock specifies no vendor bundles.

Using standard structured logging (log/slog) improves maintainability, observability, and consistency across CLI log outputs.

✅ Verification

• Added TestCmdRestore_EmptyLock in internal/cli/restore_test.go to capture and verify structured log output.
• Verified all unit tests pass with go test ./... and make check.

Structured logging is now used in restore.go when okf.lock contains no vendor bundles.
