Unable to create new program

I was testing the capabilities as documented and reading and updating worked. However, when I tried to create a new program it continiously came back stating there is no such capability.

If this is not an issue, could you please guide me what I am doing wrong here?

Just as a test, are you able to create the programm in the SAP System in SE80/SE38?

Yes I can. And if I just create an empty shell of the program, it is able to update it.
