CLI requires desktop app to work (?????)

Maybe I'm confused, but why is step 1 of the CLI "create and save the project using the desktop app"? The whole point of a CLI is to manipulate a whole program through commands without requiring a GUI.

I'd like to be able to create and manage a project through commands from the get go, without even needing the desktop app to be installed.

You can run the CLI without the desktop app, but you kind of need the desktop app to set up the project. Alternatively you can try manually creating a project somewhat like this:
