Draft Page is broken and not consistent for the match id #3251
Description
Current Behavior
When I see the draft picks on the open dota website, the draft picks are not consistent across match ids. The draft picks are not the same within the same match id / API
These draft picks https://www.opendota.com/matches/8380808771/draft are not the same as this draft picks even though they have the same match id

Notice how the drafts are different even though they are the same match ids.
Another thing to notice is that the draft page doesn't even show all the draft picks. It might only show 3 heroes were picked even though 5 heroes must be picked for a team. And again, the hereos in the draft picks are wrong for that match id.
Expected behavior/code
The draft picks and bans should be the same across the same match ids

Possible Solution
Draft page on the website is broken. However, the OpenDota APi seems to be working and the other parts of the website seems to be working. Most likely the issue is with the Draft page getting its data.
