I think that approach is probably a decent compromise between correctness and helpfulness.

Another option could be vendoring Uuseg and determining the length of the string somewhat more correctly (which might still not be the right length because the terminal might render emoji segments separately, but there's no way to know. At least Dune would be doing the right thing).

You're right that it would be more technically correct. I went with the simpler approach (single caret for non-ASCII) because it's consistent with how extension version errors already work (this was implemented here: #12844), and I wanted to make the error messages uniform across both lang and extension declarations.

I'm happy to either:

Implement the Uuseg approach now if you think it's worth the added dependency
Add a CR-someday noting that we could use Uuseg for better grapheme detection in the future

Which direction would you prefer? Since extensions already follow this single-caret approach, I thought consistency was the priority, but I'm open to improving both if you think Uuseg is the right solution.

@benodiwal I think vendoring uuseg just to make some underlines clearer is not really worth it here. Let's go with 2 for now. I don't think this is such a big issue to justify the cost at the moment.
