With the release of OCaml 5.1.0, Meio could in theory now work and be installed! This PR brings things up to speed with the compiler and also generalises Meio beyond just Eio applications. The first step towards that is the meio-runtime-events library that the pinned Eio now depends on to emit the correct events.

@patricoferris You'll need to apply the .github workflow changes from #65 (or a cleaned up version of them). I think you can just say ocaml-compiler: ocaml.5.1.0 rather than ocaml-compiler: ocaml-base-compiler.5.1.0.
