download as… doesn't keep the background:white

since 82bbaed#diff-1104bdfdc4d3b01a85d7af489598121125db6bc016db2a48a083ef654c97b0f5 the plot downloaded from observable don't have a white bg.

Edit: svg-only issue (?) seems the png has a white bg after all.

I fixed this already in Next, so Download PNG should work as expected. Download SVG does not support inlining external styles so we don’t expect it to be included.
