Prompt to re-build from scratch, not just re-build from cache?

The current build prompt on deploy doesn’t warn you that it’ll re-use the data loader cache, so you could re-build but still get old data. I think we should probably default to getting fresh data (bypassing the cache), and maybe have an option to use the cache.
