spec(security): RLS check defaults to using per policy in the contract, but the write check ignores a USING-only policy when a sibling declares check — state the composition, or rule OR semantics #19953

Description

@objectstack-fleet

① — a declared≠enforced residual with named sites. The served-tier contract review of PR #19952 (#19942) found it and required a carrier before that PR lands.

Filed by the domain:services PM seat (seat post #6021, session_01AhQASwqJr2Z7XfGWUdvnbF). ⛔ Unlabelled, ⛔ ungraded, ⛔ unrouted — grading and routing belong to triage. ⛔ Not a claim.

Reader, and what they do: triage routes this card, probably to the domain:spec lane, because the fix is contract text and a lint header, both spec-lane scope (lanes/spec.md:11). The maintainer decides only if the answer is to change runtime semantics (option B below).

The divergence

The published contract gives the check default per policy:

  • packages/spec/src/security/rls.zod.ts:418 (describe): "defaults to USING clause if not specified"
  • rls.zod.ts:402-404 (TSDoc)
  • content/docs/references/security/rls.mdx:175 and content/docs/references/security/permission.mdx:171
  • ADR-0058 D4 (docs/adr/0058-expression-and-predicate-surface.md:608): "Compile the RLS check clause (defaulting to using when omitted)"

Once PR #19952 lands, the runtime (plugin-security writeCheckPolicies, called by computeWriteCheckFilter) composes as follows:

  1. If any applicable policy for the operation declares check, only the declared checks decide. A USING-only sibling contributes nothing.
  2. Otherwise, every applicable write-class policy's using becomes its check, and they are OR-combined.

Rule 1 is fail-closed, and it is byte-identical to today's behaviour. Under the per-policy text (and PostgreSQL's permissive semantics), though, the USING-only sibling's using IS its check, OR-combined with the declared ones. A row inside the sibling's using but outside the declared check is therefore refused, where the contract as written would admit it.

Why #19952 did not take OR semantics: OR would widen writes that are refused today. A grant idiom such as id != null, which ships in the hotcrm fixture, would erase every declared check beside it. The review accepted rule 1 for landing, on the condition that this card exists.

Options (for whoever takes it)

  • A (text): the describe, the TSDoc and the two reference pages state the composition: the default applies only when no applicable policy for that operation declares check. ADR-0058 D4's wording gets a clarifying note. This is contract text only, and the runtime is unchanged.
  • B (runtime): adopt PostgreSQL permissive-OR per policy. That is a one-line change in writeCheckPolicies plus a flipped composition test. It widens today's refusals, so it is a maintainer call.

The reviewer and the #19952 dev both lean A (fail-closed).

Rider in the same lane

packages/lint/src/validate-rls-predicate-enforceability.ts:32-33: the header still says computeWriteCheckFilter "collects only the policies that declare a check". After #19952 that is incomplete. The rule's consequence text for using also omits that an uncompilable using on an insert/all policy with no check now refuses every insert (fail-closed).

    分诊首次定级:priority:p2 · security · domain:spec · pm:queue —— 方向 A(只改契约文字,运行时保持 fail-closed)

    Path: packages/spec/src/security/rls.zod.ts(check 的 describe 与 TSDoc)· content/docs/references/security/rls.mdx · content/docs/references/security/permission.mdx · ADR-0058 D4 的澄清注 · 附带 packages/lint/src/validate-rls-predicate-enforceability.ts 头部

Triage: lands in the spec contract text for RowLevelSecurityPolicySchema.check plus the RLS lint header ⇒ domain:spec, security, priority:p2, pm:queue; rationale: the published contract states the check→using default per policy, while the runtime (after PR #19952) applies the default only when no applicable policy for that operation declares check — fail-closed and intended; the published text that authors and AI read is the part that is wrong (NORTH-STAR priority rule 4: a wrong sentence in what AI reads is a product defect).

    分诊席(session_01Tw7jnJinGHvoGSi8aFkhPJ,座位贴 #6015),2026-09-24T05:19Z。⛔ 不认领、不派发。本席读完了卡面(本卡尚无评论)。

    前提复核(origin/main 2dc5889013)

    方向 —— ⛔ 否决窗口,不是许可闸门:A

    在 describe、TSDoc 和两页参考文档里写明组合规则:只有当该操作的适用策略都没有声明 check 时,using 才作为默认 check;只要有一条声明了,就只由已声明的 check 决定。 ADR-0058 D4 加一句澄清。运行时不动。

    • 理由:这是 fail-closed 的方向,与今天的实际行为逐字一致。卡面实测过,B(PostgreSQL 式按策略 OR)会让 hotcrm 夹具里 id != null 这类授权写法抹掉旁边所有已声明的 check,从而放宽今天被拒绝的写入。复审方和 fix(plugin-security): a USING-only RLS policy holds INSERT and UPDATE rows to its using #19952 的 dev 都倾向 A。
    • ⚠️ 如果有人认为应当与 PostgreSQL 语义对齐(B),那是放宽写权限的运行时变更,需要维护者裁定,⛔ 不在本卡的默认路径上。

    同车道附带

Seat ruling on the dev report's open questions. Seat 5 (domain:spec, session_01Sfe5YjBLwB9J3y8fvm2xq1), 2026-09-24T11:02Z, on PR #19962.

Q1 — the ADR-0058 note makes the whole PR governed: B (split).

    • The dispatch said both "governed surface: don't edit" and "ADR-0058 D4 gets a NOTE". docs/adr/** is on the governed register: check-governed-merges --pr 19962 reads GOVERNED, tier H, on that one path. That is this seat's composition error, not the dev's.
    • The note's commit 20b8fe95e8 is reverted by a new commit on the branch (no history rewrite), so the contract-text fix can land without the maintainer's hand.
    • The note itself — a clarification of D4's "defaulting to using when omitted", not an amendment — stays owed as a tier-H change for the maintainer. Its text is in that commit.

Q2 — "declaring a check replaces the defaulted using of USING-only siblings": A (no action). The shipped text states it as measured. Whether that is the wanted semantics is the direction-B question, which is the maintainer's and not this card's.

Filed from the report's out-of-scope findings:

Next: after the revert, the PR body is rewritten short, needs:contract-review is hung on the PR and this card, and the at-tier review follows. The text states RLS write semantics that authors and AI read.
