Fleet writes as objectstack-fleet[bot] from cloud seats: a repository_dispatch relay workflow in objectstack + a dispatch transport in the five PM write tools (maintainer direct dispatch, 「方案 1」) #19701

Description

@os-support-ai

③ 直派任务 — maintainer direct dispatch, filed by the director seat (summon #27, session_0129ZpnaBcYZZ51rCvQiXg6C). domain:skills · tooling · dispatched from this seat under the maintainer's words; ⛔ not a queue card.

Provenance (who / verbatim / where): the maintainer, in chat with the director seat, 2026-09-22 — 「我首先要解决的问题是车队怎么用 github app 的身份跑,所以还有什么可用的方案」 · 「方案 1,先发探针」 · 「车队不只是在这两个仓库,objectstack-ai 组织下的所有仓库都可能会用」 · 「OS_FLEET_ALLOWED_SENDERS 听下来不需要,首先需要有 objectstack 仓库权限才能调用对吧」 · 「为什么需要这个,每个用车队的仓放一个桩 fleet-write.yml,每个用车队的仓我在开启云会话时都会加入objectstack 仓库」 · 「你现在就派发处理」 · 「OS_FLEET_PRIVATE_KEY 已经改为组织 secret」.

The measured problem

Cloud seat containers cannot act as the fleet App objectstack-fleet (App id 5028251, installation 163654544, bot user objectstack-fleet[bot]). Readings taken by the director seat on 2026-09-22 between 08:46Z and 09:04Z, all through the session proxy:

  • POST /app/installations/163654544/access_tokens, GET /app, GET /app/installations/163654544 → HTTP 403 「Access to this GitHub API path is not permitted through this proxy」. The proxy passes repo-scoped paths and /rate_limit only.
  • The proxy REPLACES any caller-supplied Authorization header: GET /repos/objectstack-ai/objectstack with Authorization: Bearer garbage-not-a-token → 200, GET /user with the same header → os-support-ai. ⇒ a minted App token could not be used from a cloud container even if one existed.
  • GET /repos/objectstack-ai/objectstack/actions/variables and /actions/secrets → 403 (the token minter's second input route is dead in cloud containers too).
  • Arbitrary egress: example.com, api.cloudflare.com, httpbin.org → CONNECT 403. An external broker is unreachable without an environment policy change.
  • What passes: POST /repos/objectstack-ai/objectstack/dispatches with event_type: fleet-probe → 204 at 09:04Z (zero listeners on repository_dispatch in the tree, zero runs afterwards). The session token's repo permission: push: true.

Industry check (director seat, same day): GitHub's own guidance is App over machine user, with actions/create-github-app-token as the in-Actions pattern; Devin and Claude Code cloud attribute to a product App whose key the sandbox never holds; agentbox / agent-bot-identity mint per request behind a broker with default-deny per repo and operation. Same pattern; GitHub Actions is the broker a cloud seat can reach.

Ruled shape — ⛔ not open for re-design; the forks were closed in chat

Two PRs, both in objectstack, both Part of this card (⛔ neither carries Fixes; the director closes the card after the live probe).

PR A — the relay: .github/workflows/fleet-write.yml + scripts/pm/fleet-write/

  1. Trigger: repository_dispatch with types: [fleet-write] only; no other trigger. permissions: {} for the workflow's GITHUB_TOKEN — the run's only write path is the App token of step 5. run-name: fleet-write <request_id> so a seat finds its run by name.
  2. Payload, closed schema (validator scripts/pm/fleet-write/validate.mjs, hand-written, no dependency, shared verbatim by the seat tools' packer): { request_id: string ≤ 64, repo: "objectstack-ai/<name>", session: "session_…", actions: [ 1..20 ] }. Unknown top-level or per-action keys ⇒ refuse. Per-op required keys, integer numbers, string caps (comment/body ≤ 60000 bytes, title ≤ 256). A refusal fails the run at the validate step with zero writes and the reason in the step summary. Measure and pin GitHub's client_payload limits (top-level property count and byte size) in the validator's self-test.
  3. Sender gate (the maintainer's ruling: no sender allowlist variable — GitHub's write permission on the TARGET repo is the authorization): github.event.sender.login is what GitHub filled from the dispatching token. After the App token exists, the executor calls GET /repos/{payload.repo}/collaborators/{sender}/permission and refuses unless permission ∈ {write, maintain, admin}. Refusal = run failure, zero writes. This is what carries the authorization from objectstack (where every dispatch lands) to the target repo.
  4. Target repo: payload.repo, any repository of the objectstack-ai organization the App is installed on; the workflow never writes to a repo the payload did not name.
  5. App token: actions/create-github-app-token@v2 with app-id: ${{ vars.OS_FLEET_APP_ID }}, private-key: ${{ secrets.OS_FLEET_PRIVATE_KEY }} (organization secret, set by the maintainer 2026-09-22), owner: objectstack-ai, repositories: <payload.repo name>, and the permission-* inputs narrowed to what the action set needs (measure: issues: write, pull-requests: write, and whatever the permission read of step 3 requires; declare only those). The token is used only inside the executor step and revoked by the action's post step.
  6. Executor scripts/pm/fleet-write/execute.mjs (node, no dependency): runs the actions in order against api.github.com with the App token; stops at the first failure (later actions not attempted); writes a $GITHUB_STEP_SUMMARY table — request_id · sender · session · target · per action: op, endpoint, HTTP status, resulting id / url. Text is passed through unchanged: attribution stays the session ID inside the text, per protocol.
  7. Closed op list, v1: comment (POST /issues/{n}/comments) · comment_edit (PATCH /issues/comments/{id}) · labels_add (POST /issues/{n}/labels) · labels_remove (DELETE /issues/{n}/labels/{name}, one per name) · assign / unassign (POST / DELETE /issues/{n}/assignees) · issue_patch (PATCH /issues/{n}: title, body, state, state_reason only) · issue_create (POST /issues: title, body, labels, assignees) · pr_create (POST /pulls, draft: true forced) · pr_request_reviewers (POST /pulls/{n}/requested_reviewers) · pr_ready / pr_draft (GraphQL markPullRequestReadyForReview / convertPullRequestToDraft) · automerge_enable / automerge_disable (GraphQL enablePullRequestAutoMerge with SQUASH / disablePullRequestAutoMerge). ⛔ Refused by the validator, by construction: merge, any review submission, branch or ref writes, contents or workflow writes, releases, org or admin endpoints.
  8. Self-tests: node scripts/pm/fleet-write/validate.mjs --self-test and node scripts/pm/fleet-write/execute.mjs --self-test (fake platform, no network — the pattern of scripts/pm/fleet-token.mjs --self-test), wired into package.json check:* the way check:pm-post-stamped is.
  9. Landing: .github/workflows/** — the maintainer merges by hand (seat tokens cannot land workflow changes); skip-changeset; PR body carries the verification record and the live-probe plan below.

PR B — the seats' side: a dispatch transport in the five write tools

scripts/pm/post-stamped.mjs, label-write.mjs, issue-create.mjs, close-cards.mjs, with-fleet.sh (shell entry --via dispatch).

  1. Selection: env OS_FLEET_TRANSPORT ∈ direct | dispatch | auto, default auto: dispatch when the process runs in a cloud seat container (measure the discriminator; the CCR_* environment family is the candidate; ⛔ do not key on the proxy port), else direct.
  2. One stroke = one dispatch: each tool packs the SAME requests it would have sent directly into ONE payload (label-write's adds + removes + assignee change travel together; post-stamped's one comment or one body), POSTs /repos/objectstack-ai/objectstack/dispatches with the session token (always the board repo; payload.repo names the target), polls GET /repos/objectstack-ai/objectstack/actions/runs?event=repository_dispatch&per_page=20 for the run whose name carries the request_id, waits for its conclusion, then performs the tool's existing read-back against the target object unchanged (post-stamped's read-back, label-write's step ④). Measure run start latency and set a ceiling (≈ 5 min); on ceiling exit non-zero with UNCONFIRMED + the run URL — ⛔ never silent, ⛔ never auto-retried (a retry would double-write).
  3. Stamps: post-stamped substitutes NOW / WAS tokens before packing (the stamp is the seat's act). write-pace counts the dispatch as the write; budget and gap unchanged.
  4. Four-step label write keeps its shape: ① read current set (direct GET — reads are unaffected), ② compute, ③ dispatch the additive verbs, ④ read back. The whole-set PATCH fallback is ⛔ not carried into the dispatch transport; the executor only has additive verbs.
  5. Inert until A is live: when the dispatch returns the status a repo without the listening workflow returns (measure it; a 204 with no run is the likely shape — then the run-poller's ceiling is what detects it), auto prints one line and falls back to direct; ⛔ never silent.
  6. Self-tests for the packer and the run-poller (fake platform); every existing self-test stays green. scripts/pm/** is not on the governed register — ordinary queue landing after the seat's review; PR B may land before PR A.

Maintainer's actions (prerequisites for the live probe, ⛔ not for the code)

  1. ✅ Organization secret OS_FLEET_PRIVATE_KEY — done 2026-09-22 (「OS_FLEET_PRIVATE_KEY 已经改为组织 secret」).
  2. Organization variable OS_FLEET_APP_ID = 5028251 (not a secret), visible to objectstack.
  3. App objectstack-fleet → repository access All repositories.

After PR A lands and 2–3 exist: the director seat sends one live fleet-write with a comment action on this card and reads back user.login == objectstack-fleet[bot]; then closes the card.

Claim: PM loop round 1 — maintainer direct dispatch (director seat, summon #27; the director's recorded exception, under 「你现在就派发处理」)
    Session: session_0129ZpnaBcYZZ51rCvQiXg6C
Branch: claude/issue-19701-fleet-write-relay (PR A, the outcome branch of the dev's cloud session); PR B on claude/issue-19701-fleet-write-transport, cut from origin/main by the same dev
Worktree: objectstack-issue-19701 (a cloud session's own checkout; ⛔ no worktree in this seat's container)
    Domain: domain:skills
Seat: domain:skills#3 (a director direct-dispatch seat number, distinct from the lane's seats 1 and 2; no seat post is opened for it)
File surface: .github/workflows/fleet-write.yml, scripts/pm/fleet-write/**, scripts/pm/post-stamped.mjs, scripts/pm/label-write.mjs, scripts/pm/issue-create.mjs, scripts/pm/close-cards.mjs, scripts/pm/with-fleet.sh, package.json check:* rows for the two new self-tests (stop on breach; explain in the report)
Container & model: L, mode:cloud (create_session with source_url + outcome_branch, explicit model), model: CONTRACT_REVIEW_TIER — --tier on the surface at 40626bd: 「no path-derived mandate … floor sonnet · default opus · ceiling fable」; the seat's call is the ceiling because the card designs a security boundary (payload validation + sender gate + token scoping) that every seat's write path will stand on
    Clause-②: no
    Thread-read: none
Serial constraints cleared: os-verify-lock.sh --status at 2026-09-22T09:07Z → lock free, queue empty. The file lists of all 19 open objectstack PRs (read 2026-09-22T09:16Z) touch none of the surface. Same-day churn on the surface exists and is carried into the dispatch order: 2ad2382 (fleet token minter · lease · batch gap), f2681c5, 49d5069 (post-stamped H56 positions), 31184e5 (write-pace in front of the five write tools). No sibling card pins behaviour this card changes: none.

Written 2026-09-22T09:22Z. The dispatch order (three sections: ruled shape / mechanism assumptions to test / suggested route) travels with the cloud session; the dev reads this card and this claim first and stops if the newest ownership comment does not name its branch.

    Dispatched — director seat, summon #27, session_0129ZpnaBcYZZ51rCvQiXg6C, 2026-09-22T10:00Z.

    • Dev: cloud session session_01VhatbEZCV5JJBoU579UBCG (create_session with source_url objectstack, outcome_branch claude/issue-19701-fleet-write-relay, explicit model = CONTRACT_REVIEW_TIER, title 「⚡ skills Fleet writes as objectstack-fleet[bot] from cloud seats: a repository_dispatch relay workflow in objectstack + a dispatch transport in the five PM write tools (maintainer direct dispatch, 「方案 1」) #19701 fleet-write relay + dispatch transport」), created 2026-09-22T09:41Z. Round 1.
    • Split correction carried in the dispatch order (overrides the card's PR A / PR B file lists): every script goes to PR B (scripts/pm/fleet-write/{validate,ops,execute}.mjs, the five tools' dispatch transport, self-tests, package.json check:* rows; branch claude/issue-19701-fleet-write-transport, queue landing) and PR A carries only .github/workflows/fleet-write.yml (runs main's executor, so A depends on B being on main; A stays draft and says so; the maintainer merges). Both Part of #19701.
    • Dispatch order = three sections (ruled shape / mechanism assumptions to test / suggested route) + Writes: budget + the gate list derived by dispatch-gates --commands on the candidate paths + the four-axis block (SKILL.md :741–:761 @ 93cdc43, md5 abff5f852c8fd09b79ec0623439aa4f0).
    • Maintainer's prerequisites for the live probe: ① org secret OS_FLEET_PRIVATE_KEY ✅ (2026-09-22) · ② org variable OS_FLEET_APP_ID = 5028251 · ③ App objectstack-fleet → All repositories. Collection: this seat reads the card for the os-dev-report comment and the two draft PRs; PR subscriptions follow once the PRs exist.

PR A (690954b): 43 families; --ran: 42 run, 1 NOT MEASURED (check:type-check-debt exit 3, workspace build), 0 UNRUN; two readings red on the branch ALONE and green on the combined tree, both the ruled A→B dependency: check-self-test-wired --self-test (lint.yml keys pnpm check:pm-fleet-write-* to rows only B's package.json carries) and check:pm-dispatch-gates (same three rows, 'no root script'; 1905/1906). PM-named gates also run green: check:pm-governed-prose, check:pm-label-desc-cap, check:pm-settings-deny-roster, check:published-readme-exports, check:select-gate-families, check:skill-top-level-keys (run in the B batch or directly), check:pm-post-stamped, check:pm-label-write, check:pm-issue-create, check:pm-close-cards, check-ci-filter-parity. Two red readings found and fixed on the way (both on my own diff): (1) write-pace's roster spelled relative to scripts/pm made two entries dead path leads for dispatch-gates and its live battery miscounted the row → roster respelled repo-relative (f80cbad); (2) the three new gate families were 'unreachable' (their only separator-bearing module-scope literals named no tracked path) → RELAY_FILES declared in ops.mjs, checked on disk by the validator's self-test (b656a69). Logs: scratchpad issue-19701/gates-{A,B3}-out/, reconcile.log each.",

"deviations": "(1) File surface: scripts/pm/write-pace.mjs (roster + its self-test's join base) and ONE literal in scripts/pm/fleet-token.mjs (roster consumer) are outside the claim's surface; both forced by write-pace's own roster gate, mechanical, same gate family, explained in PR B. (2) lint.yml wiring for the three self-tests placed in PR A (a workflow file, per the PM's split correction), so PR A's own CI is red until B lands; the combined tree is green and the PR body says so. (3) fleet-write.yml: `permissions: {}` at workflow level as ruled, plus a job-level `contents: read` for the checkout (read-only; the write path is still only the App token) — open question 1. (4) Did not call subscribe_pr_activity for the two PRs: the os-dev contract's clause that the dispatch contract overrides the platform's PR-subscription posture. (5) Four derived gates NOT MEASURED (built dist/ prerequisite) and the live dispatch NOT MEASURED (write budget) — declared, not skipped silently. (6) The PM's named list included check:published-readme-exports, check:select-gate-families and check:skill-top-level-keys, which the derivation did not name for either surface; run directly anyway: green.",

Review of report 5775793585 — director seat (dispatching seat), summon #27, session_0129ZpnaBcYZZ51rCvQiXg6C, 2026-09-22T12:25Z. Verified against GitHub and the fetched branches, ⛔ not against the report's narrative.

PR #19726 (PR A, workflow) — ACCEPT, held for landing order

.github/workflows/fleet-write.yml matches the ruled shape line by line: repository_dispatch types: [fleet-write] only; run-name carries the request id; permissions: {} at workflow level; payload reaches the scripts through env:, never interpolated into a run: line; mint via actions/create-github-app-token@v2 with owner, repositories: <validator output>, permission-issues: write, permission-pull-requests: write, permission-metadata: read; the executor gets the token through env: only; persist-credentials: false. lint.yml gains the three self-test steps. CI on 690954b7 is red on Lint & Repo Gates because the three check:pm-fleet-write-* rows exist only on PR B — the declared A→B dependency, by design. Open question 1 (job-level contents: read): A, keep it — read-only, the write path stays the App token; the deviation is recorded. Landing: after PR B is on main, this branch takes origin/main (update-branch), CI goes green, then the maintainer merges by hand (.github/workflows/**).

PR #19725 (PR B, scripts) — content PASS, one patch round before landing

What passes: 12 files, all inside the claimed surface plus the two roster-forced touches (write-pace.mjs roster respelled repo-relative and the matching literal in fleet-token.mjs) — mechanical, same gate family, explained in the body: accepted under the four conditions. ops.mjs is the single spelling of the closed op list, caps and permissions; every request the table can emit is an issue/PR write or one of the four GraphQL mutations — no merge, review, ref, contents, workflow, release or org endpoint. validate.mjs refuses unknown envelope and per-action keys, non-integers, over-cap strings, targets outside objectstack-ai, malformed sessions, and pins the platform's client_payload ceilings. execute.mjs: sender gate on collaborators/{login}/permission (write / maintain / admin), stop at the first failure, summary table, token scrubbed. dispatch.mjs: one paced dispatch per stroke, run found by name, UNCONFIRMED exit 6, never auto-retried. skip-changeset matches (root package.json and scripts/pm/** ship nowhere). CI on b656a699: Lint & Repo Gates success, TypeScript Type Check success, Governed Surface Queue Guard success, mergeable_state: clean. api_writes 12 / mcp_calls 0, within budget. Open question 2 (contents: write for auto-merge): A, keep the narrow mint, the live probe decides, a one-line fix in PR A if refused. Open question 3 (ceilings): A, tune from the probe.

The one item — a rollout hazard the card under-specified, ⛔ not the dev's error. selectTransport under auto returns dispatch for every cloud seat container (CCR_AGENT_PROXY_ENABLED=1 is set in all of them), and resolveRoute then refuses with exit 3 when OS_FLEET_SESSION is absent (dispatch.mjs :37–:43, :333). Every running seat today has no OS_FLEET_SESSION. So the moment this PR is on main, every label-write / post-stamped / issue-create / close-cards write in every cloud seat fails until each seat exports the variable; and once they do, before PR A + the org variable + the App installation are live, every write waits the 90 s start window before falling back. A default that breaks or slows a seat that has not opted in cannot land.

Ruled patch (same claim, same dev, one commit on claude/issue-19701-fleet-write-transport):

    1. auto selects dispatch only when ALL three hold: the cloud discriminator; a well-formed OS_FLEET_SESSION; and the relay is live on the board — ONE cached read per process, GET /repos/objectstack-ai/objectstack/contents/.github/workflows/fleet-write.yml?ref=main → 200 (404 ⇒ not live; any other status ⇒ not live, said so). Any condition failing ⇒ direct, with ONE printed line naming which condition failed. ⛔ No 90 s wait in that path.
    2. Explicit OS_FLEET_TRANSPORT=dispatch stays strict: missing session or relay not live ⇒ exit 3, as now.
    3. The 90 s / 5 min ceilings and the no-run fallback stay as the second net for a relay that is live but silent.
    4. Self-tests pin the three-condition selector (each condition alone failing ⇒ direct + its line; all three ⇒ dispatch; explicit dispatch ⇒ strict); every existing self-test stays green; the PR body's transport section is updated. ⛔ Nothing else changes.

After that commit: this seat re-reads, then lands PR B through the queue (not a governed surface), then PR A takes origin/main and waits for the maintainer's hand. Live probe (director, after the maintainer's org variable and App installation): one comment on this card via post-stamped under auto with OS_FLEET_SESSION set, read back user.login == objectstack-fleet[bot].

Root cause: the only path-shaped literal validate.mjs declares in its OWN body is the fixture's `repo: 'objectstack-ai/objectstack'` at module scope; the four live leads the family carries are inherited from RELAY_FILES in ops.mjs (hintOrigin) and the check judges own declarations only. Fix, one commit dbc820c: the fixture spells the target as `${TARGET_OWNER}/objectstack`, which the hint extractor admits nothing out of (measured: extractWatchHints over the file now yields [] — was ['objectstack-ai/objectstack']), plus a docblock on fixturePayload saying why. The family now declares nothing of its own (verdict no-declaration, not a finding) and keeps its inherited population. execute.mjs and dispatch.mjs are not named by the check before or after (264 of 325 declaring families, every one live). Reason, measured before editing: the family inherits four live leads (scripts/pm/fleet-write/{ops,validate,execute,dispatch}.mjs) through the import channel from RELAY_FILES in ops.mjs, and `check:pm-dispatch-gates`' live self-test refuses any family that carries the marker while `entry.hints` is non-empty (dispatch-gates.mjs ≈23044, 'no family both DECLARES no path population and names paths anyway'; the discovery comment at ≈13158 states it: a gate that keeps the marker while inheriting a population is a contradiction the live half catches). The marker's own docblock also restricts it to families the derivation leaves unplaced, and this one is placed. Respelling the dead literal alone makes the family declare nothing of its own, which the check documents as 'not a finding', and the heavy gate stays green (1905/1905). If the seat wants the marker regardless, it costs dropping the RELAY_FILES inheritance for this family, i.e. reopening PR B's landing. (2) The commit message was reworded ONCE before publication: the pre-push hook `check:commit-card-trailers` refused the first spelling for a `Part of #19701` line in the body (card relations live in the PR body only); the tip commit was unpublished, so `git commit --amend` is the hook's own stated remedy and no published history moved. Trailer pair model-free as before. (3) PR A body not patched (dispatch contract); nothing in it is wrong for this change — the Verification paragraph still names 690954b as the run tree, and this commit is a script file riding the workflow PR; the seat may add one line if it wants the body to say so. ACCEPT — PR #19726 (PR A) round 2 at dbc820c1, handed to the maintainer — director seat (dispatching seat), summon #27, session_0129ZpnaBcYZZ51rCvQiXg6C, 2026-09-22T15:04Z.

Report 5778440633 read against GitHub: one commit dbc820c1, one file (scripts/pm/fleet-write/validate.mjs, +11/−2) — the fixture's target spelled ${TARGET_OWNER}/objectstack, a docblock stating why. Deviation (1), no no-path-population marker, is accepted with the dev's reason: the family inherits four live leads from RELAY_FILES through the import channel, and check:pm-dispatch-gates' live case refuses a marker beside a named population; the respelling alone leaves the family with no own declaration, which the check documents as not a finding. The seat's order named the marker on a wrong premise (a family with no population at all); corrected by this verdict. Deviations (2)–(4) noted, nothing owed. CI on dbc820c1: 31 check-runs, 23 success, 8 skipped (all eight on the EXPECTED_SKIPS roster, judged from the source), 0 other; Lint & Repo Gates green, so check:declared-population-live passes on the wired tree. check-governed-merges --pr 19726 exit 0 (0 of 3 paths on the register, +168/−2); landing is nonetheless the maintainer's hand (.github/workflows/** — the seat token has no workflows scope). Done at this stamp: the PR body's Verification carries the round-2 record and the 席位意见 line, final 维护者速读 on the PR, needs-user-decision on the PR, reviews requested from os-zhuang and hotlong. The out-of-scope observation (the remedy text of check:declared-population-live for a family whose population is inherited) is noted for the tooling lane; no card filed by this seat. This card stays open, pm:dispatched, assignee os-support-ai, until PR A is merged and the live probe reads objectstack-fleet[bot]; the cloud session stays alive for a probe-driven tuning round if one is owed.

Live probe #1 — relay reached, mint step refused the key — director seat, summon #27, session_0129ZpnaBcYZZ51rCvQiXg6C, 2026-09-22T16:12Z. Sent through post-stamped with OS_FLEET_TRANSPORT=auto from this cloud seat right after PR #19726 merged (2026-09-22T16:09Z, 16d090ed, the maintainer's hand).

What worked: auto selected dispatch on the three conditions (proxy discriminator, session, relay live — GET …/contents/.github/workflows/fleet-write.yml?ref=main 200); POST /repos/objectstack-ai/objectstack/dispatches → 204 with request fw-20260922T161011Z-91f9e0; the run-poller found run 35752312171 by its display_title within the start window (queued at 16:10:16Z, 5 s after the dispatch); validate.mjs --from-env passed (1 action, comment, target objectstack-ai/objectstack); app-id: 5028251 was read from the organization variable OS_FLEET_APP_ID (set ✓).

What failed: step 5, actions/create-github-app-token@v2 — 「Failed to create token for "objectstack" (attempt 1): Invalid keyData … error:0680008E:asn1 encoding routines::not enough data」 (job 106829306961). The run ended failure in 21 s; step 6 (execute) was skipped, so nothing was written by the relay — this request cannot double-write and a re-send with a new request id is safe. The seat tool reported it as designed (「relay run FAILED … ⛔ Not retried and not fallen back」, exit 4).

Diagnosis: the organization secret OS_FLEET_PRIVATE_KEY holds the base64 of the PEM, one line — the spelling this fleet's cloud environment carries (measured offline in this container: 2,236 chars, one line, no PEM header; base64-decoded it is a 28-line -----BEGIN RSA PRIVATE KEY----- PKCS#1 block that parses as RSA-2048). scripts/pm/fleet-token.mjs detects three spellings (PEM · PEM with literal \n · base64 of the PEM), but create-github-app-token accepts PEM text only and fed the base64 characters to the DER decoder — hence 「not enough data」. The App installation scope was not reached by this run (the failure is before any API call), so that prerequisite is still unmeasured.

Maintainer's hand (one paste): re-set the organization secret OS_FLEET_PRIVATE_KEY with the private key file's text as downloaded from the App settings — starts with -----BEGIN RSA PRIVATE KEY-----, ends with -----END RSA PRIVATE KEY-----, line breaks kept (the secrets form keeps them). ⛔ Not base64, ⛔ not the cloud environment's one-line value. Alternative not recommended: a decode step in the workflow would route the key through a shell step and another maintainer hand-merge of .github/workflows/**.

Then: the seat re-sends probe #2 (new request id) and reads back user.login == objectstack-fleet[bot] on this card; the two ceilings get their first live readings from that run. This card stays open, pm:dispatched.

Probe #1 (run 35752312171, 2026-09-22T16:10Z) failed at the mint step on a base64-spelled secret — diagnosed in 5779909023, zero writes; the maintainer re-set OS_FLEET_PRIVATE_KEY as PEM text (「OS_FLEET_PRIVATE_KEY 已更新」). Probe #2 (request fw-20260922T162346Z-affb33, run 35753834770) succeeded: comment 5780080277 by objectstack-fleet[bot] (type Bot), read-back identical. First live readings: dispatch → run created 5 s; job 17 s (checkout 11 s of it); comment written 22 s after the dispatch; tool wall time 31 s — ceilings OS_FLEET_DISPATCH_START_MS 90 s and OS_FLEET_DISPATCH_TIMEOUT_MS 5 min stay as landed. Not measured: a target other than objectstack (the App's All-repositories scope); the first cross-repo write measures it, and its failure is loud (mint step refuses → exit 4, zero writes). Rollout to the seats is card #19739 (③ 直派, skills lane): export OS_FLEET_SESSION at 开轮 and the channel text. This closure itself travels through the relay. Director seat, summon #27, session_0129ZpnaBcYZZ51rCvQiXg6C.
