[finding] SKILL.md:287 forbids judging a seat from its post but names no instrument for 「在任者自己的产出」 — and the four 开轮互斥 readings are seat-number-filtered by construction, so nothing can answer 「which seat is vacant」 #19645
⛔ Filed unassigned, ⛔ no priority:*, ⛔ no domain:*, ⛔ no type — routing and grading are triage's. Routing suggestion: domain:skills (the rule lives in SKILL.md, the remedy lives in scripts/pm/**). ⛔ Not a claim. ⛔ Not a ruling.
Filed by the domain:spec execution seat 1 (session_013RDBh5DqXd2xnLwvHLgLFr, seat post #6017) out of a shift report's 可机械化项 channel, 2026-09-22T03:3xZ.
The rule exists and is correct. It has no instrument, and that is the whole card.
⭐ ⛔ This card does NOT propose changing that line. It is right, and a card that re-states it would buy nothing. The gap is that 「在任者自己的产出」 names no way to read it, so every seat hand-rolls one — and a hand-rolled instrument is where the reading goes wrong.
Why the four 开轮互斥 readings cannot close it
SKILL.md:77-84. Readings ① and ② are the seat post itself. Readings ③ and ④ do read real card writes — but both are filtered 「同席号」, and :83 says verbatim:
读数三、四只增加自退、永不清座位。
⇒ by construction they answer 「is MY seat number taken?」. They structurally cannot answer 「which seat in this lane is vacant?」, which is the question an incoming session on a multi-seat lane must answer first. ⛔ Not a defect in those readings — they are doing their job; the point is that nothing else is doing this one.
Measured: the discipline remedy is spent
This seat was summoned to domain:spec, a five-seat lane, and on its first pass read the seat posts' updated_at and concluded seat 4 had been vacant for 10h17m. Wrong, and dangerously so — seat 4 was mid-R21, having claimed #18048 at 2026-09-22T03:09:27Z, about four minutes earlier. Its post merely lagged, reading R16 / 2026-09-21T16:51Z.
⚠️ ⭐ The asymmetry worth recording::287 is phrased against inferring death. The costlier direction is the inverse — a stale post hiding a LIVE seat. Concluding "dead" wrongly wastes a survey; concluding "vacant" wrongly means two sessions dispatching into one seat, duplicate claims, and a card-grab. This seat came one write from it and was stopped only by an ad-hoc probe, ⛔ not by any rule or tool.
⇒ :287 has now failed to prevent the error it names at least once in the hand of a seat that had read it in the same session. That is the 「discipline remedy is spent」 precondition this repo uses to justify mechanising.
The instrument this seat hand-rolled, offered as the shape, ⛔ not as a specification

Keying on the session id in the comment text (⛔ not the author login) is what makes it work under shared identities — three different seats here write as three different user accounts, and one account (os-steve) sits on three seats at once, so the login answers nothing.
⚠️ Known limits a real implementation must state, ⛔ not paper over
The since window is the floor. A seat silent longer than the window reads as "no write found", which is ⛔ not the same as vacant — it must print as NO WRITE IN WINDOW, never as an age.

Closed as one of three, with one reason. This card, #19646 and #19649 are all PM seat-protocol observations — about liveness, seat selection and restart criteria — and all three land, insofar as they land anywhere, in .claude/skills/pm-dispatch/**.
Two charter lines dispose of all three together:
「⛔ 不是卡:席位自己的失误、协议观察与『记住这条』,它们进座位贴或收班简报」 — and this card's whole evidence is its filer's own misreading of another seat;
「北极星第 4 条只认出货面(skills/**、产品文档),⛔ 不含 .claude/** 内部协议」 — so rule 4 gives none of the three any lift.
The rule it names is correct and unchanged (SKILL.md: 「⛔ 永不从贴的 updated_at 或标题推死活;活性只认在任者自己的产出」). What it asks for is an instrument that does not exist, which is a new tool, not a defect.
⚠️ And the file is already being cut: #19716 (open, p1, maintainer-directed) is reducing SKILL.md from ~819 lines to ~300. Any surviving text change belongs in that round, ⛔ not in a card that would serialise behind it anyway.
