Charter (ruling #202 B): the dev queue is product-only — tooling cards close at first grading, broken gates are deleted not repaired, at most one tooling dev in flight, and tooling is a first-touch label with named readers #19457

Description

@os-project-manager

Path: P1 | none — the priority is the maintainer's ruling (维护者裁决 > 北极星), not a road reading: this card changes the intake that decides what the whole dev fleet works on.

Ruling: batch #202 item 1 · letter B · maintainer 「B(荐)A + 清理存量」 2026-09-20T23:25Z (chat; the minute is approximate, the wording is verbatim)

Director seat, summon #25 (session_012GcsUbuqFGBibkEDMRC1eE). Filed and labelled under the maintainer's direct-dispatch channel; the authorizing words, verbatim and in order, all in chat on 2026-09-20 between 23:18Z and 23:45Z:

  1. 「我随便看了几个任务,这些都是辅助类的吧,我感觉开发agent被大量的浪费在这种任务下。在北极星的标准下,这些应该开发吗?」 (quoting [finding] check:skill-examples spells a PREREQUISITE refusal as exit 1, so --ran reconciliation reads it as a RED #19450, [finding] check-dts-references.mjs is wired into packages/spec only — 67 of the 68 builds that run the sibling guard do not run it #19444, [finding] check-dts-closure.mjs shares check-dts-emitted’s manifest criterion, so the post-build sweep is chunk-blind the same way #19443)
  2. 「我们是创业项目,应该花精力处理类似的这些任务吗?」
  3. 「B(荐)A + 清理存量」 — the letter on the seat's batch 🔗 Broken links detected in documentation #202 (A = let the in-flight tooling devs finish; B = A plus clear the open stock)
  4. 「p2 的 47 张转 pm:on-hold 带机器条件 有价值吗?卡片只要open就要一直被扫描。」 — the amendment: close, never hold
  5. 「重点是分诊,分诊为什么没有关闭这些卡片」
  6. 「你建议的规矩就三条,是否应该立卡派发」 / 「按照你的建议继续。」 — this card
  7. 「对于工具卡,分诊是不是应该有一个单独的标签打上,比如 tooling」 — item 5 below
  8. 「立章程卡并把 90 张的关闭交分诊席,你会派发处理章程卡吧,然后合并之后通知分诊?」 — the director dispatches this card; the maintainer merges (Tier H); the triage seat is notified after the merge

The stock cleanup (the 90 open pm:queue tooling cards) is not this card: it is the sibling card filed in the same stroke and carried by the triage seat.

Why triage did not close these cards — the charter text, cited

Triage did what the text says. Four places, all in .claude/skills/pm-dispatch/SKILL.md (mirrored in references/core-rules.md):

Measured 2026-09-20T23:00Z–23:40Z (prs/queue-census.py, prs/sweep-classify.py in the seat's scratchpad; REST list, no snapshot): pm:queue 215 open, 111 tool-class (52%); pm:dispatched 23, 12 tool-class; product P0 3 and P1 29 open at the same moment. Of the 97 tool-class queue cards in the cleanup list, 44 already carry the tooling label and 0 of the 100 product cards do — the label is real, and applied 45% of the time.

Nothing in the charter makes 「no product pull」 equal 「close」. It only equals 「later」. These five edits make it equal close.

The five edits (Tier H — .claude/skills/pm-dispatch/**, .claude/agents/os-dev.md where the report contract is touched; the maintainer merges by hand)

  1. The dev queue is product-only. Delete 「或范围明确的工具/门禁修复」 from the pm:queue definition (SKILL.md and core-rules, same PR, same wording). A tooling card exists in pm:queue only when its body's first lines name the product card whose landing it blocks (Unblocks: #N, an open product card) or the customer-visible published surface it protects (name the surface). Execution seats' candidate query excludes tooling cards that carry neither line.
  2. Triage closes at first grading. In 〈分诊座位职责〉: a card whose Path: reads none (rule 2's 「不在路上、不在清单上」) closes not_planned at first touch with the one-line reason and the two reopen conditions from item 1 — ⛔ not graded p3, not held. Gate headers, self-test descriptions and check-* remedy sentences are not 「已声明契约」 for class (b); class (b) needs a contract a user or a published package reads. Rule 3 is restated as a closing rule: while a product P0/P1 is open, a p2/p3 tooling card that names no unblocked product card closes.
  3. A broken gate is deleted, not repaired. In the execution seat's rules and the finding classes: a gate that misfires twice (a false red, a false green measured, or a remedy sentence that names a path that does not exist) is removed — the limb, or the gate — in a PR that cites the two measurements; the repair is filed only when the gate protects a product landing or a customer-visible contract. 「稳定 > 功能」 holds for gates: fewer moving parts, not more checks. (The existing 「失效修法按序取:先删容许出错的构造」 line is the seed; make it the default for gates and say so.)
  4. At most one tooling dev in flight, fleet-wide. In 〈候选与批次〉: across all lanes and seats, at most one pm:dispatched card is a tooling card at any time; the second waits. A tooling card with an Unblocks: #N line inherits that product card's priority (North Star rule 3's second clause) and does not count against the one.
  5. tooling is a first-touch triage label with named readers. (Maintainer's proposal 「对于工具卡,分诊是不是应该有一个单独的标签打上,比如 tooling」; the label already exists.) Definition: the fix lands in a gate, script, workflow, skill, seat protocol or PM tooling file (scripts/**, .github/**, .claude/**, packages/lint gate rules, packages/spec/scripts/**), not in a product package. Triage applies it at first grading, in the same label write as domain:* and priority:*; filers may pre-apply. Readers, named in the label glossary (「一个标签存在当且仅当有具名读者」): (i) the execution seat's candidate query (item 1's exclusion), (ii) the triage first-touch close (item 2), (iii) the fleet-wide one-in-flight count (item 4), (iv) the census / half-state patrol (a tooling card open in pm:queue without an Unblocks: or surface line is a half-state).

Each edit lands in SKILL.md and, where the line exists there, in references/core-rules.md in the same PR (「一条规则在本文与核心条款一处改动,另一处同 PR 同改」); the PR body quotes the maintainer's words above verbatim and links this card and #19340.

Relations

Execution

Dispatched by the director seat as its own os-dev round under the maintainer's words in item 8 above (「你会派发处理章程卡吧」) — the one standing exception to 「总监永不认领 backlog」, and it is recorded here as such. At-tier contract review before ready; the maintainer merges by hand (Tier H). After the merge the director posts the merged sha and the five rules on the triage seat post (#6015) so the next triage fire runs under them.

Verification the PR must show: the pm:queue definition no longer contains the tooling clause in either file (git grep -n '范围明确的工具' origin/main -- .claude/ → 0 hits, with the control git grep -n 'pm:queue' origin/main -- .claude/skills/pm-dispatch/SKILL.md non-zero); the label glossary names the tooling label with its four readers; scripts/pm/check-half-states.mjs (or the census) gains the half-state row in reader (iv) only if it is a one-line addition — otherwise the row is named in the glossary and left to the next patrol edit.

    Claim: objectstack#19457 — director seat, summon #25, session_012GcsUbuqFGBibkEDMRC1eE, 2026-09-20T23:39Z
    Seat: director (no domain:* seat; this is the one recorded exception to 「总监永不认领 backlog」)
    Mode: subagent · branch claude/issue-19457-charter-product-only-queue · Tier H (.claude/**) — the maintainer merges by hand after the at-tier contract review

    Authorization, verbatim (chat, 2026-09-20): 「立章程卡并把 90 张的关闭交分诊席,你会派发处理章程卡吧,然后合并之后通知分诊?」 — on this seat's proposal, adopted by 「按照你的建议继续。」; the ruling this card carries is batch #202 B, 「B(荐)A + 清理存量」, amended 「p2 的 47 张转 pm:on-hold 带机器条件 有价值吗?卡片只要open就要一直被扫描。」.

    File surface declared: .claude/skills/pm-dispatch/SKILL.md, .claude/skills/pm-dispatch/references/core-rules.md, .claude/skills/pm-dispatch/references/state-machine.md (label glossary / tooling readers), .claude/skills/pm-dispatch/references/lanes/director.md only if the queue-admission line is restated there; .claude/agents/os-dev.md untouched unless the report contract must name tooling. No product package, no scripts/** code — reader (iv) of item 5 is named in the glossary, not implemented here.

    Ordering: same skills batch as #19340 (same files, different mechanism); this round lands first because it is the smaller diff and #19340 is not yet claimed. Sibling execution card: #19458 (the 90-card closure, triage seat's).

    Labels in this write: domain:skills, priority:p1, tooling, pm:dispatched; assignee os-project-manager (this session's write identity). Read back after the write.

Item 1 lands in both SKILL.md and references/core-rules.md and the card verification passes (0 hits for the deleted clause under .claude/, control 23 hits). Items 2-5 land in SKILL.md; core-rules.md carries no line for them, so the same-PR mirror rule does not bite. BLOCKED on exactly one thing only the seat or the maintainer can clear: check:pm-skill-ratchet is RED because SKILL.md goes 813 to 822 against a ceiling of 813, and every ceilinged file in that map stands at headroom 0, so the nine ruled rule lines can be paid neither in place nor by a move to a reference file. Per the os-dev contract I did NOT raise the ceiling: raising one is on the charter own manual floor and none of the eight authorizing sentences is about the ceiling. Two card sub-premises are corrected in the PR body. (1) The tier: the register of record, GOVERNED_SURFACES in scripts/pm/check-governed-merges.mjs, carries .claude/** as row claude-tree at Tier S, and governedTierFor on this diff answers S, not the Tier H the card, the Claim comment and the dispatch all state; maintainer item 8 still reserves this merge to his own hand, so the landing itself is unchanged. (2) Reader (iv) is NOT a one-line addition to check-half-states.mjs, since every H row needs a predicate, a message builder and a registration, so per the card it is named in the glossary only. The assignee was already set by the dispatch and I did not touch it; the newest Claim comment names this branch.",

BYTE HYGIENE: grep -naP for control characters over both edited files :: exit 1, none found; pnpm check:nul-bytes green; every new line measured at or under the 120-byte cap; the before-side line counts were read off git show origin/main, not off the working tree. NOT MEASURED: CI on the PR, since reporting does not wait for it. How does the charter land?",

            "A - the seat obtains one sentence from the maintainer authorizing the raise, then edits one line in scripts/pm/check-skill-line-ratchet.mjs: the CEILINGS entry for .claude/skills/pm-dispatch/SKILL.md goes from 813 to 822, with a comment above it quoting that sentence, exactly the shape of the two precedents already in that map (811 to 812, and 812 to 813). Cost: one script line and one round trip; no second dev round.",
            "B - delete nine lines of existing charter text from SKILL.md to pay for the nine new ones. Every candidate is itself a maintainer ruling, and that map own comments record deleting a ruled clause being refused twice on the state-machine precedent.",
            "C - move nine rules out to a reference file. Impossible as written: every ceilinged file in the map stands at headroom 0, and a declared cross-file move is zero-sum by construction, since the destination raise may not exceed the source net decrease, so it can fund a move but never new content.",
            "D - compress the nine rules into fewer lines. Measured and refused: they are one ruled rule each, already between 103 and 120 bytes, and pairing any two exceeds the 120-byte cap."
          ],
          "recommendation": "A. The ratchet own documented exit is a maintainer ruling quoted in the raising PR, this PR body already quotes eight of them, and the map itself records the doctrine as ruled content not being growth. B, C and D are each measured impossible rather than merely unattractive. The os-dev contract forbids me from taking A myself, which is why this is reported rather than done."
        }
      ],
      "out_of_scope_findings": [
        "to file (3 classes, dedupe words: tooling label object undeclared / ensure-pm-labels tooling row / label vocabulary script missing tooling / reconcile cannot repair tooling description / named-reader label without vocabulary row): class (b). scripts/pm/ensure-pm-labels.sh does not name the tooling label at all, while SKILL.md declares that a label exists if and only if it has a named reader and that the vocabulary script annotations are the authority on readers - and this PR gives tooling four named readers. That script own header states the consequence: --reconcile aligns only the labels THAT FILE NAMES, so the live tooling label object keeps GitHub default grey and an EMPTY description forever and no rerun can repair it. Named landing point: the create loop in scripts/pm/ensure-pm-labels.sh; the description must be at most 100 characters, which check:pm-label-desc-cap enforces on exactly that file. Deliberately not taken here: the Claim declared no scripts/** surface and the card puts the glossary row in the charter.",
        "noted, not filed: the card, the Claim comment and the dispatch all call this PR Tier H, while the register of record answers Tier S through row claude-tree. Carrier: this PR body states the measured verdict. Successor: the director or triage seat, on the next .claude/** claim it writes. Not a defect in the tree - a face error on three seat artefacts.",
        "noted, not filed: reader (iv), the half-state row for a tooling card open in pm:queue with neither an Unblocks line nor a named surface, is named in the glossary and not implemented. check-half-states.mjs builds each H row from a predicate, a message builder and a registration, so it is not the one-line addition the card made that conditional on. Successor: the next patrol edit to scripts/pm/check-half-states.mjs, which is where the card itself sends it.",
        "noted, not filed: this PR body own maintainer-brief section says Tier H in its closing paragraph while its Landing section states the measured Tier S. A dev writes the PR body once and never PATCHes it, so the one-token fix is named here for the seat: in the final paragraph replace the parenthetical that reads Tier H by hand with one that reads governed surface, item 8 says you merge it by hand. The substance is unaffected either way. Successor: the director seat, on the same edit that records the ceiling decision."

Per the coordinator, the close-at-first-touch rule now hangs off main own 「无则关」 clause instead of restating it and carries only what main lacks: not_planned, the reason, the two reopen conditions and ⛔ 不定 p3、不 hold; the tooling closing rule follows it and inherits that prohibition through 「下行同此」. The grading reference reads 「1–3 条」 rather than 「1、2、3 条」 because the latter puts that line at 121 bytes against the 120-byte cap - measured, not stylistic. New line count is 821 against ceiling 813, headroom -8, down from -9: the four named readers moved off their own bullet into the tooling glossary ROW, which the ratchet exempts from the byte cap and meters by the file widest-row pin instead (row 227 bytes, pin 342). The merge did NOT bring the file to 813 or below, so the ceiling ask stands. CEILINGS is untouched. Commit 075472f894 also lands the tooling row in scripts/pm/ensure-pm-labels.sh, which round 1 had reported as a finding: measured live in objectstack on 44 queue cards, the label object carries GitHub default ededed and a null description, because nothing in the vocabulary script named it. The description is 100 characters, at the hard cap; check:pm-label-desc-cap is green and names tooling as the longest of the 28. AGENTS.md states that what a body write does to the footer depends on the CHANNEL and the ACTION, that the cells disagree, and that the readings live in pm-dispatch references/platform-readings.md. This round measured a cell that file can now carry: a raw REST PATCH of a PR body APPENDS the platform bare footer block under whatever footer the body already holds, leaving two - unlike the raw REST CREATE measured in round 1, which stored the session-URL footer verbatim and appended nothing. The remedy that worked, also measured: re-send with no footer of your own and let the append be the only one. Ruling addendum on this card · maintainer directive · 「受管合并审计 以后不需要了,浪费时间。」 2026-09-21T01:27Z (chat, 2026-09-21)

    Director seat, summon #25 (session_012GcsUbuqFGBibkEDMRC1eE). Recorded here because this card's PR (#19462) is the open charter carrier and the edit is a deletion in the same lane: the director's duty 4 (受管合并审计, references/lanes/director.md 〈职责四:受管合并审计〉, six lines and its heading) is retired. The seat no longer runs check-governed-merges per summon, keeps no audit anchors on the seat post, and presents no recognition list; the script and its CI self-test are untouched by this directive (they are not the duty). SKILL.md 〈升级与决策〉 mentions of the audit, if any, go in the same edit; the seat-post 四段 lose the anchor line at the next refresh. Executed by the same os-dev round as the five edits (round 3), quoting the maintainer's words above; ⛔ no new card.

SKILL.md loses the two lines that RAN the audit, drops the audit list from the round-report contents line, and turns its two duty-roster mentions into 三职; the guard-index row keeps the SCRIPT and loses only 轮报载体, which the deletion makes false. core-rules.md drops the audit from the round-report line and from the director duty roster, both in place, net 0. The script and its CI self-test are untouched. SKILL.md is now 819 against ceiling 813, gap 6, down from 8. CEILINGS is untouched in BOTH directions and the reason for each is measured, not assumed - see ceiling_decisions. One premise correction: the grep pattern the dispatch gave (受管合并审计 or governed-merge) under-counts the mention set. It finds 3 in SKILL.md and 1 in core-rules.md, but the duty is also spelled 「governed 合并审计」, 「合并审计」 and 「四职」, so the real set is 6 lines in SKILL.md and 2 in core-rules.md. A second reason to leave it: lowering it now would SPEND the 9-line decrease. A declared cross-file move prices a source by the ceiling it held BEFORE the move, so a decrease already banked as a plain lowering can fund nothing afterwards - which would foreclose the very option the hold asked me to describe. The gate cannot tell the difference: by its own header it reads the WORKING TREE and its own map and never sees the PR diff, so the declaration would pass all four conditions while describing something that did not happen. Director seat, summon #25 (session_012GcsUbuqFGBibkEDMRC1eE). The .claude/skills/pm-dispatch/SKILL.md line ceiling is raised 813 → 819 in CEILINGS (scripts/pm/check-skill-line-ratchet.mjs), with the maintainer's sentence quoted above the entry as the two precedents in that map were taken. Round 4 of the same os-dev round lands it together with the last residue of the audit retirement (references/lanes/skills.md's audit line, same directive 「受管合并审计 以后不需要了,浪费时间。」). After round 4: at-tier review on the final head (skills lane, Clause-②: no), then the maintainer's hand-merge per item 8.

(2) references/lanes/skills.md loses 「轮报的受管合并审计清单带 --since 四仓实跑,⛔ 不凭记忆汇总」 under the same audit-retirement directive, 33 to 32 lines. Nothing else changed. check:pm-skill-ratchet now exits 0 and the derived set is 41 of 41 green, so the card is code-complete; what remains is not mine - the at-tier review on this head and the maintainer hand-merge per item 8. A residual scan for the retired duty across .claude/skills/pm-dispatch and .claude/agents, pattern 受管合并审计 or governed 合并审计 or 合并审计 or 四职 or 职责四, now returns ZERO hits.",

All 41 run with the exit code captured before any pipe and recorded as \"command :: exit N\"; the --ran reconciliation reads \"41 derived, 41 run, 0 NOT-MEASURED, 0 UNRUN\", a DERIVED zero because every line carries its code and none is 3. ALL 41 ARE GREEN - zero non-zero exits, the first round in which the ratchet is not the outstanding red. The line it now prints: \"check-skill-line-ratchet: .claude/skills/pm-dispatch/SKILL.md is 819 lines (ceiling 819; headroom 0).\" check:doc-formula-expressions exits 0 (formula and lint rebuilt first through scripts/pm/os-verify-lock.sh, VERDICT command-exit 0, held 2s on a warm cache). CARD VERIFICATION re-run: git grep -n for the deleted queue clause under .claude/ :: exit 1 with no output, 0 hits; the control git grep -cn for pm:queue in SKILL.md prints 23 :: exit 0. RESIDUAL SCAN for the retired audit duty over .claude/skills/pm-dispatch and .claude/agents, pattern 受管合并审计 or governed 合并审计 or 合并审计 or 四职 or 职责四 :: exit 1, ZERO hits; the surviving check-governed-merges references are only the CI-gate and script-behaviour ones (the domain:skills lane row, the guard-index row, landing-operations --pr N, lanes/skills.md --test, state-machine.md --test, two platform-readings readings). MAIN: origin/main moved fbc12be318 to 841ed38947 during this round and touched no path under .claude/ or scripts/pm/; git merge-tree of origin/main against HEAD exits 0 with no conflict, so no merge was taken and none is owed. The message was also reworded to say what it actually does (the charter bullet that ORDERED the duty is deleted; `scripts/pm/check-governed-merges.mjs`, its CI self-test and the post-merge record it produces all stay), which is both more accurate and less ambiguous. Landing record — director seat, summon #25 (session_012GcsUbuqFGBibkEDMRC1eE), 2026-09-21T04:31Z. PR #19462 merged by the maintainer's hand (approved, flipped ready and enqueued by hotlong at 2026-09-21T04:05Z; queue merge 733f42d62f53d5112f91dab4b28da4a5cb903343 at 2026-09-21T04:30Z), verified by content on fetched origin/main (git show 733f42d6 --stat: SKILL.md +24/−7, core-rules.md, lanes/director.md, lanes/skills.md, check-skill-line-ratchet.mjs ceiling, ensure-pm-labels.sh tooling row). Contract review of record 5754832055 (PASS on head 36ab00aa), provenance 5754838249. GitHub closed this card on the Fixes keyword; pm:dispatched removed in this stroke so the close is whole.

    The rules now in force (ruling #202 B, plus the two addenda 5754225479 and 5754521737), as landed in .claude/skills/pm-dispatch/SKILL.md on origin/main:

    Also landed: the tooling label row in the 〈状态模型〉 table with its four named readers (候选查询排除、首触即关、舰队一飞、轮报计数) and in ensure-pm-labels.sh; the director's duties reduced to three (the governed-merge audit retired per the maintainer's 「受管合并审计 以后不需要了,浪费时间」, check-governed-merges.mjs kept as the register and a report-only audit); the SKILL.md line ceiling raised to 819 per 「205 否,天花板抬到 819」. Ruling #208 on #19491 (this seat, 2026-09-21T04:09Z) extends these with the instrument discipline now in flight on #19496.
