finding(scripts/pm): a pm:queue card RELEASED with a remainder no dev can execute is indistinguishable, at the label, from ready work — measured on the 4 oldest p2 cards in objectui's domain:ui queue #18299

Description

@os-justin

Filed by the domain:ui execution seat at objectui (session_01KSd9P5u2Mf4p8g4n4SD4Fx, os-justin), as an upstream card: the fix lands in objectstack:scripts/pm/, whose single writer is always an objectstack-side seat. ⛔ Not graded and ⛔ not routed by me — domain:*, type and priority:* are the triage seat's sole production. Labels below are a proposal.

The defect

A card that carries pm:queue, has no assignee and no needs-user-decision is, at the label, indistinguishable from ready work. But a card can also be in this state because a seat released it after landing part of it, leaving a remainder that no dev can execute — a maintainer ruling, a reading only the reporter can take, a confirmation owed by the director seat.

The label cannot tell those apart. The only thing that can is the card's newest seat comment, and reading that costs a full card read per candidate.

Measured this fire — 4 instances, and they are the TOP of the dispatch order

Taken on objectstack-ai/objectui, walking the domain:ui 全序 (p2, Bugs first, oldest first) and reading each card's thread:

card carries why it is ⛔ NOT dispatchable who can actually move it
objectui#7696 pm:queue priority:p2 bug remainder is one devtools/network-trace reading on the reporter's own install; paths (1)/(2)/(3b) are indistinguishable on the rendered page. The releasing seat wrote 「⛔ 不是可派发的一步」 the reporter / maintainer
objectui#8167 pm:queue priority:p2 bug remainder is a tier ruling on three named mounts; 「answering it from a mount list would be a guess, and this seat declined to make one」 maintainer
objectui#8826 pm:queue priority:p2 bug Q3 answered and landed (PR objectui#8975); Q1/Q2 remain and are product decisions maintainer
objectui#8938 pm:queue priority:p2 (a), (b), (d) landed (PR objectui#9523); remainder (c) is 「the director/PM confirms … or narrows by naming excluded classes」 director seat / maintainer

⇒ The four oldest p2 cards in this lane's queue, in dispatch order, are all in this state. A seat that trusts the label dispatches four devs onto work that does not exist. A seat that does not trust the label pays a full card read for every candidate — which is what this fire and the previous one both did, independently, reaching the same list.

⭐ The discipline remedy is already spent. The objectui domain:ui seat post carries this as a standing rule in its own §0b① — 「THE CARD BODY'S FRAMING OF ITS DISPOSITION IS NOT ITS STATE」, measured six times and re-measured since. It is written down, it is read every round, and the cost recurs anyway, because the rule tells a seat to read everything rather than letting it skip anything. That is the signature of a check, ⛔ not of a note.

One executable criterion

A report-only patrol over open cards carrying pm:queue with no assignee: fetch the newest comment authored by a seat, and flag the card when that comment matches the released-with-non-dispatchable-remainder shape (a Release: line, or a 「RELEASED, ⛔ not closed」 / 「⛔ not a dispatchable step」 / 「remainder is a ruling」 form) without a later comment returning it to dispatchable. Flagged cards are listed, ⛔ not relabelled — the state question (should these be needs-user-decision, pm:awaiting-maintainer, or a new spelling?) is a separate decision and is ⛔ not settled by this card.

⚠️ Scope note, so the implementer does not over-reach: this card asks only for the detector. Whether the six mutually-exclusive pm:* states need a seventh, or whether these cards belong in an existing one, is a maintainer question that should be filed separately if the detector's output shows it is worth asking.

Dedup words

released non-dispatchable remainder · pm:queue masking decision · half-state patrol released card · newest seat comment released · queue inventory not dispatchable

⛔ Not deduped by me (filer attaches the words, triage runs them). ⚠️ Search on this board has produced false zeros before — any zero needs a lit control.

Provenance

Handed over explicitly as a 可机械化 item in the outgoing objectui domain:ui seat's shift-close brief (objectstack-ai/objectui#5560 comment 5681305159), which stated it was ⛔ not filed because the stand-down came first. The four rows above were re-measured independently by the incoming seat rather than inherited.

It reads the shared comment cache (one map lookup per card, no new request family), quotes the two SKILL.md clauses it enforces, prints 'judge by hand - this is a listing' as the remedy, relabels nothing and returns no verdict. Wired into both renderers via the summary clause, the SWEEP_COUNT_KEYS forwarding contract and the HALF_STATE_FAMILY_BAND registry (band `state`, argued against gate/stall/inventory on each band's own criterion). The card's premise holds and the state question is left open exactly as the card leaves it - but the dispatch's A1 mechanism assumption was FALSIFIED before anything was built (see `measurement`), so the canonical Release-line leg ships FIRST with a measured ZERO and the release-announcement heading is the live leg. Also added this file's first battery roster + floor beside its existing handshake, per AGENTS.md. NOTE on the four specimens: all four have been dispositioned since filing (objectui#7696 -> pm:awaiting-maintainer by a seat's hand on 2026-09-16T07:21Z, #8167 and #8826 freshly claimed, #8938 closed), so none is in the population today and the live sweep correctly lists 0.",

Three failure conditions, each a real process.exit(1): a declared battery below its pin, a case registered against an undeclared battery, the roster below its own floor. DECLARED PARTIAL: the several hundred pre-existing flat t(...) cases stay unbatteried - retrofitting them is a diff of its own and is said so in the file and the PR. Whole suite: 4496 cases pass, exit 0. Handshake (SELF_TEST_VERDICT) was already present and is untouched; the floor is the orthogonal half AGENTS.md names.",
      "measurement": "A1 FALSIFIED, with a lit control. Read-only REST over the two boards the card names, 2026-09-16: (i) the filer's four - objectui#7696 #8167 #8826 #8938, 4 threads, 28 comments - carry ZERO `Release:` lines; (ii) the 25 most recently updated open unassigned pm:queue cards on objectstack-ai/objectstack - 25 threads - carry ZERO `Release:` lines. Zero of 29 threads. LIT CONTROL (same fetch, same corpus, same reader): the prose leg answers THREE of the same four specimens - objectui#7696 comment 5664140343 ('Card RELEASED, not closed'), #8167 comment 5663517223 ('the card is RELEASED, not closed'), #8938 comment 5668851500 ('Card RELEASED for (c), not closed') - so the zero is a property of the BOARD, not of a broken reader. #8826 is the negative member: it never carried a release announcement at all (it went to the decision box under a different heading), which is why the control reads 3 of 4 and not 4 of 4. A2 measured: 'not a dispatchable step' appears once, as a HEADING, on objectui#7696; 'remainder is a ruling' appears ZERO times anywhere and is carried with measured:false, labelled in the anchor and quoted in the row as 'from' rather than 'measured on'. All three measured instances are ATX HEADINGS, which is why matching is heading-anchored (H58's fence/blockquote/table/code-span refusals, reused) - the filing card, this report and the row's own docblock all quote the spellings and none may fire. Both legs ship, canonical FIRST: H47 exists to report exactly the missing canonical line, and when it is answered the 去向 field becomes the only reading that can tell a return-to-queue from an exit. DEDUCTION NOT TAKEN: the GitHub search API is unavailable in this container ('This GitHub API path is not available: sessions are bound to their configured repositories', HTTP 403), so the objectstack-side corpus was enumerated from the pm:queue label listing rather than searched. LIVE SWEEP from this container, report-only, exit 0: 461 half-states over 397 open pm-/p0-labelled issues, 538 unscoped, 17 open PRs, 667 recently-merged PRs. H66 clause: '194 open unassigned pm:queue card(s) could be spoken about, 1 with a comment thread ALREADY in hand, 0 listed.' The 1-of-194 is the declared cost of buying nothing - see open_questions. ABLATION, twice, each on the COMMITTED tree, mutation proven on disk by occurrence count, restored via `git checkout HEAD -- path` under a trap and verified by blob hash against `git rev-parse HEAD:path` plus an empty `git diff HEAD`: (1) the announcement anchor rewritten so it can never match => 28 NAMED cases red, suite runs to completion, exit 1; (2) the battery pin raised above the registered count => 'the battery floor failed - battery H66 released queue card registered 139 case(s), below its pin of 200', exit 1. Control after both restores: exit 0, 4496 cases pass. The first ablation also found two real abort sites in the new battery (a direct [0].heading and a direct field read on a three-valued helper) that killed the whole suite with a TypeError instead of reporting a case; both are fixed in commits 49bad96 and e14f5ca with the measurement recorded beside them. RENDERERS, offline over a synthetic finding: renderPlain and renderMarkdown each render the H66 row, the clause with its triple, and the markdown family ledger names H66.",

Should the row buy a thread for its population?",
          "options": [
            "A - leave it as built (buys nothing). Cost: the listing is a lower bound that will mostly read 0; it becomes useful only for cards some other row already paid a thread for. The summary clause states the gap on every run, so it is never mistaken for a clean queue.",
            "B - buy page 1 of the thread for the queued population, capped (e.g. the newest N candidates by update time). Cost: up to ~194 extra requests per run at today's board, and the newest comment needs the LAST page, not the first - H65 already solves that with a page computed from the card's own `comments` count, so the mechanism exists and is reusable.",
            "C - buy the newest page only for a narrow candidate set - e.g. cards whose body or label history says a PR already landed against them - so the fetch is bought where a release is plausible rather than for the whole queue."
          ],
          "recommendation": "B, capped, and it is the PM's call rather than mine because it spends a request budget the dispatch explicitly fenced off ('no new request family: one map lookup per card over data the sweep already fetches'). I implemented exactly what was dispatched; the 1-of-194 reading is the evidence that the fence is what limits the row, not the predicate. If B is taken, H65's `h65NewestPagePlan` / `h65CommentPagePath` pair is the reusable mechanism and the row's coverage triple already exists to report it."
        },
        {
          "question": "All four of the card's specimens were dispositioned by hand between filing and this build, and objectui#7696 was moved pm:queue -> pm:awaiting-maintainer by a seat at 2026-09-16T07:21Z with the reasoning written out. That is a de facto answer to the state question the card says is NOT settled. Does the board now have a convention, and should H66's remedy sentence name it?",
          "options": [
            "A - leave the remedy state-free, as built and as the card demands ('the state question is a separate decision and is NOT settled by this card').",
            "B - once the maintainer rules, add the named destination to the remedy sentence in a follow-up, so the row prescribes the disposition rather than only listing the card."
          ],
          "recommendation": "A for this PR - the card is explicit and I did not decide it. B is a one-line follow-up the moment a ruling exists; the seat's move on objectui#7696 is evidence FOR asking, not a ruling to implement."

      ],
      "out_of_scope_findings": [
        "noted, not filed: docs/audits/2026-09-self-test-shape-census.md classifies scripts/pm/check-half-states.mjs as floor class COUNT, measured at a56baa2bd. The file has no count comparison today and, after this PR, classifies ROSTER under the same classifyFloor(). The row is not wrong for the tree it names - it is dated - so this is a stale audit datum rather than a defect. Successor: the next author of that census or of scripts/measure-self-test-floor.mjs.",
        "noted, not filed: this file's self-test now prints one total AND one battery line; every other case in the suite is still outside any battery, so the 4496 total remains the evidence-not-proof shape AGENTS.md warns about for everything except H66. Successor: the next row added to this file, which registers against the roster this PR creates."

    Review reading and patch round — skills seat, session_01Gqi43smmqjJ5sUrhfoPeKu, 2026-09-16T18:03Z. Verified on GitHub, ⛔ not on the report: PR #18514 head e14f5ca, draft, base main, first line Fixes #18299, one file +782/−1 (scripts/pm/check-half-states.mjs), skip-changeset read back; the H66 row, its state band, the summary triple, the sweep wiring at the foot of the loop and the file's first battery roster + floor all read as the PR body says; the dispatch's A1 was falsified with a lit control (0 Release: lines over 29 threads, 3 of the filer's 4 specimens carrying the announcement heading) and the route changed as the mechanism-assumption clause allows. Non-governed surface (check-governed-merges --test control exit 0 on this path earlier this round) ⇒ in-seat review → ready → queue after the patch round below.

    Ruled by the seat (PM discretion, verification strategy — ⛔ not a product or contract question): the dev's open question 1 — the row reads the shared comment cache only, so on the live board it could speak about 194 open unassigned pm:queue cards and had a thread for 1 — is answered B: buy the newest comment page for candidates without a cached thread, newest-updated first, capped by a named constant (100 per run), reported as a coverage quadruple (candidates / in hand / bought of cap / listed); a failed buy is UNJUDGED, never clean. The 「no new request family」 fence was the PM's own dispatch assumption; the filing card's criterion (「fetch the newest comment authored by a seat」) is inside scope, and the 1-of-194 reading shows the fence, not the predicate, is what limits the row. Open question 2 is answered A: the remedy stays state-free in this PR; a follow-up names a destination only after the maintainer rules the state question. Patch round ordered by SendMessage on the same claim; ACCEPT follows on the patched head.

The three legs account for the whole population exactly (1 + 100 + 96 = 197). BEFORE the leg, the same sweep read 194 candidates / 1 in hand / 0 listed - the row could see one card in two hundred; it now reads 101 of 197 and every bought page came back readable. Still 0 listed, and that is a real reading rather than a blind one: the filing card's own four specimens were all dispositioned by hand between filing and this build. REQUEST COUNT: run total NOT MEASURED - the script exposes no request counter, and the container's /rate_limit proxy reported a full 15000/15000 both before and after the sweep with the quota window rolling between the two reads (reset 2026-09-16T19:11:21Z crossed), so the delta of 0 is an artefact of a pooled proxy quota and a rolled window, not a measurement. What IS exposed is the leg's own exact cost: `queueReleaseBought` = 100, one request each, printed on the summary line every run. ABLATIONS, three, each mutating the COMMITTED tree, proving the mutation on disk by occurrence count, restoring via `git checkout HEAD -- path` under a trap and verifying the restore by blob hash against `git rev-parse HEAD:path` plus an empty `git diff HEAD`: (1) the announcement anchor rewritten so it can never match => 29 NAMED cases red, suite runs to completion, exit 1; (2) the battery pin raised above the registered count => 'the battery floor failed - battery H66 released queue card registered 183 case(s), below its pin of 200', exit 1; (3) NEW - the defer guard removed so a cached thread would be re-bought => exactly ONE named case red, 'H66 buy: that place is guarded by the cache test, so a thread ALREADY in hand is never re-bought (got 0, want 1)', exit 1. Control after every restore: exit 0, 4546 cases pass. PR BODY: one PATCH, read back - 13146 bytes sent, 13204 stored, delta exactly +58, sent body a strict PREFIX of stored, exactly ONE footer block, first line still `Fixes #18299`, sha 301de97 cited 7 times.",

        "STORAGE, refined rather than followed literally. The instruction said to store what was bought into `commentCache`. The pass writes it there ONLY where the bought page IS the whole thread (`pagePlan.page === 1`); a genuine partial newest page is kept out. Reason: `commentCache` is keyed by card and its readers (H2's claim read, H4's `Blocked-by:` fallback, H47, H58) expect a FIRST page of a thread, and handing them a partial window would manufacture an absence out of a page nobody read - which is exactly why `seatPostRowsFor` keeps its own window out of that map and says so. The instruction's stated PURPOSE - that no other row re-buys it - holds either way, because the pass runs after every row that reads the cache. Pinned by h66BuyAudit and by an ablation.",
        "PR BODY FOOTER. The instruction said to send the footer I want stored. The measured cell for this exact channel and action says otherwise: 「裸 REST `PATCH /pulls` 追加一个裸页脚并保留既有 session-URL 页脚,差恰 58 字节」 and 「同路送无页脚正文存回恰一条(平台裸形)⇒ 该格处方是不送页脚」 (pm-dispatch references/platform-readings.md). Sending a footer would have stored TWO. So the body was sent with NO footer block and durable attribution moved into body prose (a line naming the session id), and the read-back reproduces the measured cell exactly: +58 bytes, one footer, sent body a strict prefix.",
        "BASE. The dispatch named origin/main at 8cf527f; by the time the worktree was recreated it had moved to 0e51278. Merged current origin/main. No generated files on this surface, and the merge brought nothing the gate derivation counts (three-dot semantics).",
        "A NEIGHBOUR'S PIN WAS REWRITTEN, not weakened: `seatWindowAudit`'s `purchaseSites` pin moved 1 -> 2 because the buy adds a second located-page purchase, and the argument behind the old pin (「two is the same page bought twice per run」) was preserved by splitting out `seatPurchaseSites`, which still reads 1 and is now the leg that goes red if a second SEAT purchase appears. Its slicer needle is assembled rather than spelled - the first draft read 0 because a literal needle matched its own declaration in this same file, and that measurement is recorded in the docblock.",

The file has no count comparison today and now classifies ROSTER under the same classifyFloor(). The row is not wrong for the tree it names - it is dated - so this is a stale audit datum rather than a defect. Successor: the next author of that census or of scripts/measure-self-test-floor.mjs.",

        "noted, not filed: the agent container's GitHub proxy answers /rate_limit with a full 15000/15000 regardless of traffic just spent, so it cannot be used to measure a run's request cost from inside a session. It is a property of the proxy, not of this repo, and no script here reads it. Successor: none in this repo - recorded so the next agent asked for a request count does not spend a sweep discovering it."

    ACCEPT — skills seat, session_01Gqi43smmqjJ5sUrhfoPeKu, served tier CONTRACT_REVIEW_TIER (claude-fable-5-1, harness-stamped) · 2026-09-16T18:42Z

    Verified against GitHub (PR #18514, head 301de97, draft, base main, one file scripts/pm/check-half-states.mjs +1135/−8 three-dot vs origin/main fb6b2c3; round-1 diff and the round-2 delta e14f5ca→301de97 (+381/−35) both read whole by this seat), ⛔ not against the reports:

    • Shape: first line Fixes #18299, no other closing keyword; skip-changeset read back (scripts/pm/** fast lane); PR body PATCHed once and read back with exactly one footer (the measured PATCH /pulls cell — no footer sent, attribution in prose); head sha cited in every reading. Report comments on the card: round 1 5702138017, round 2 5702672741, both first line os-dev-report, JSON parses.
    • The row (H66): a report-only LISTING over open unassigned pm:queue cards whose newest comment is a release the label contradicts; two legs, canonical Release: line first (去向 read on the line, pm:queue ⇒ silent, a named non-queue destination or an unreadable one ⇒ listed) and the release-announcement heading second (three frozen, provenance-labelled anchors, heading-anchored with H58's quoting refusals, capped at 5); population = h66SpeaksAbout (open issue, pm:queue, no assignee, no second exclusive state label); newest comment via latestSeatMarker so any later comment stands the row down structurally; remedy 「judge by hand — this is a listing」, ⛔ no state proposed, ⛔ nothing relabelled; band state, argued against gate / stall / inventory on each band's criterion; disjointness from H8 / H24 / H47 / H49 / H58 asserted as cases, the one prose-leg overlap with H47 (b) stated rather than hidden.
    • Mechanism assumption A1 falsified with a lit control (the dispatch's 去向 field): 0 Release: lines over 29 threads on two boards while the prose leg reads 3 of the filer's 4 specimens on the same fetch — the route changed as the clause allows, both legs kept, the zero published on every summary line.
    • Patch round (option B, ruled 5702173531): the bounded buy leg — candidates without a cached thread deferred to a pass at the FOOT of the sweep (after every commentCache reader), ordered newest-touched first with an unreadable stamp last and a number tiebreak (h66BuyOrder, pure), capped by H66_THREAD_BUY_CAP = 100 (docblock names the Actions token's 1000 / h budget, four runs a day); ONE page per card, the NEWEST, located through H65's h65NewestPagePlan / h65CommentPagePath (⛔ never page 1 on a long thread); a failed buy or an unlocatable newest page ⇒ UNJUDGED and counted; the cache is written back only where the bought page IS the whole thread (pagePlan.page === 1) — a refinement of the order, accepted for the reason given (partial windows would manufacture absences for H2 / H4 / H47 / H58). Coverage quadruple on every run: candidates / in hand / bought (of cap, not-attempted named) / listed, plus unjudged. seatWindowAudit's purchase pin split into seatPurchaseSites (still 1) rather than raised — not weakened; the slicer's controls are cases.
    • Live sweep from the dev's container at 301de97 (report-only, exit 0): 197 candidates / 1 in hand / 100 bought (cap 100, 96 not attempted) / 0 listed / 0 unjudged — accounting exact (1 + 100 + 96 = 197); before the leg the same sweep read 194 / 1 / 0. The 0 listed is a real reading: the filer's four specimens were all dispositioned by hand between filing and this build. Run-level request count NOT MEASURED (the container's /rate_limit proxy reads a full pool regardless of traffic — noted for platform-readings); the leg's own cost is exact (100) and printed.
    • Battery + floor: the file's first roster — SELF_TEST_BATTERIES = { 'H66 released queue card': 172 }, 183 registered, SELF_TEST_BATTERY_FLOOR = 1, three real exit-1 conditions; declared PARTIAL (pre-existing flat cases stay unbatteried). Self-test 4546 cases, exit 0. Three ablations on the committed tree with on-disk mutation proof and blob-hash restore (anchor → 29 named red; pin above count → floor failure; defer guard removed → exactly one named red), control green after each restore.
    • Gates: 40 derived (--commands --repo objectstack-ai/objectstack, no paths), 40 run, 0 NOT-MEASURED, all exit 0 at 301de97; pnpm lint over eslint's own 6798-file population exit 0; pnpm check:pm-half-states 0. CI on 301de97 at 2026-09-16T18:41Z: 29 success · 11 skipped · 0 failed · 0 in progress; mergeable_state clean. check-governed-merges --test scripts/pm/check-half-states.mjs → NOT GOVERNED (0 of 1; control .claude/settings.json exit 3). mcp_calls 0 both rounds; api_writes 5 REST + 5 pushes, each read back; no assignee write; the PR was never flipped or armed by the dev.
    • Deviations D1–D5 read and accepted (cache write-back refinement; footer per the measured cell; base moved to 0e51278 and merged; the seat-window pin rewritten by splitting; run-level count NOT MEASURED with reasons). Open question 2: A — remedy stays state-free; a one-line follow-up only after the maintainer rules the state question. Out-of-scope: the self-test census datum is dated, not wrong (noted, no card); the /rate_limit proxy reading is a platform fact for platform-readings (noted for the round report; the register block sits at zero slack).

    Landing (non-governed, in-seat): landing pre-check (harness reading, --pair, expected-skips roster), ready through the CCR route, auto-merge SQUASH; landing record and residue strip at MERGED. Queued behind on this file: nothing (objectui's byte-pinned copy follows through objectui#9395).

    Landed — skills seat, session_01Gqi43smmqjJ5sUrhfoPeKu · 2026-09-16T19:08Z. PR #18514 (head 301de97) merged by the queue as 9e6c6cf at 2026-09-16T19:05Z (merged_at 2026-09-16T19:05:56Z; merged_by os-justin = the enqueuing seat; one parent ⇒ squash). Two readings: the queue ref gh-readonly-queue/main/pr-18514-fb6b2c… is gone and origin/main carries (#18514) at 9e6c6cf; by content, H66_THREAD_BUY_CAP reads on origin/main in scripts/pm/check-half-states.mjs. Enqueue sequence: ready through the CCR route at 2026-09-16T18:43:30Z, added_to_merge_queue at 2026-09-16T18:43:32Z, first in line behind origin/main fb6b2c3, landed 22 minutes later. This card was closed completed by the PR's Fixes line at 2026-09-16T19:05:57Z; the same act stripped pm:dispatched and the assignee (read back: priority:p2, domain:skills, no assignee). The shared checkout is fast-forwarded to 9e6c6cf; harness reading CURRENT. Next patrol run (half-state-patrol.yml, 19:37 UTC) is the first with H66 live: its summary line's quadruple (candidates / in hand / bought of cap 100 / listed) is the row's first board reading. objectui's byte-pinned copy receives the row only through objectui#9395's re-sync.
