    Three seat-review corrections on PR #15402, all re-verifiable from the tree.

    1. State-set count. The mutual-exclusion rule (digest line 31) counted seven states. The corpus has five pm:* state labels — queue, dispatched, blocked, on-hold, awaiting-maintainer — plus needs-user-decision, six in total.
