Chat bot (see issue #964) is technically functional. However, it has not been integrated into the project yet due to problems with the testing environment. Due to the difficulty of spoofing Google stuff properly, testing for this important feature is broken.

Finish tests for Google Chat Bot and integrate it into the project.
