This PR fixes an issue that was setting the AUTH attribute for any newly created wsku resources using the value retrieved from the auth attribute inside the config.json, that it is normally set after a nuv -login command is issued.
Under some circumstancies this was creating user entries in Openwhisk CouchDB database with a duplicate uuid.
