Displaying of the main menu item "recurring issues" at the top of page should be configurable

What part should be configurable? Right now that is only visible to administrator users. Are you trying to hide it for admins too? Or are you trying to let other users see it?

Menu item "Recurring issues" at the top of the page allows to see recurrences for all projects and can be useful for admins sometimes, but it dissipates attention when you are working with redmine 10 hours per day. Maybe, it will be more convinient to move this feature to the plugins config?
