Issue occurs on

• Virtual machine
• Docker container
• Dev/Host system

Detailed error description
I think it is related to the changes of EnumWindows in Windows 8 and 10.

I cannot tell what is not listed.
But I can tell it only listing the following

• Default IME
• MSCTFIME UI
• Program Manager
• No Title
