Formatting cleanup for content/en/news.md, no content changes.

  • Headings: Numpy -> NumPy.
  • release -> released in older release headings to match newer ones.
  • Bullets: all markers are now - .
  • Highlight lists use the existing 1.21.0 style (lowercase fragments, commas, final period).
  • free threaded Python → free-threaded Python, per CPython docs convention.
  • Added missing trailing periods and blank lines before 2 lists.
  • Fixed a typo in "dissapointed".

I've run this by several AIs, and they all keep the capitals, the main variant seems to be removing the trailing commas. There is no general style rule here, just various suggestions. I suggest keeping what looks best, and remove the commas.

This is a Chicago Manual of Style convention, I think. It's the way I learned to write, although I see that modern documentation veers away from it.

For a minimal change, we can accept this PR, although it misses an "and" before the last point. We also have the 1.21.0 list to sync.

But, I think it's also totally fine to follow the newer convention suggested by Chuck.
