Document guidelines on how to add commands #211
Description
The mix-cli repository currently provides an ARCHITECTURE.md file that describes the lifecycle of a command. It would helpful to contributors to also have a list of the steps needed to add a new command/new topic. It should also mention how to create the new endpoint types.
